Off-Grid in Denmark: Rules, Sun & What a Build Costs

Denmark is the hardest of these nine on both counts that matter. A new dwelling in the rural zone is granted restrictively and usually only as a replacement for a house already on the plot, and December delivers about a fifth of the annual daily sun. What works here is an existing building — a summer house in particular, where one section of the planning act quietly opens a door for pensioners.

Landzone: the permit that usually says no

Under the planning act you may not subdivide land, put up new buildings or change the use of existing buildings in the rural zone without a landzonetilladelse from the municipality. The stated purpose is to stop unplanned scattered building in open country and to keep valuable landscape intact.

Permission for a wholly new, independent dwelling in open country is granted restrictively, and in practice is normally only given where the house replaces an existing one on the same property.

Exemptions cover buildings necessary to farming or forestry, garages and ancillary buildings up to 50 square metres attached to a dwelling, and extensions of a year-round house where the floor area stays under 500 square metres.

The rural zone permit does not replace the building permit or any other consent the project needs.

Only an authorised installer may connect it

Connecting a photovoltaic system in the consumer unit is authorisation-requiring work, always. The installer company has to hold authorisation from the national authority and have a technically responsible person on its books. A multi-part kit sold as a complete product with its own assembly instructions may be put together by anyone, but the connection into the board may not.

The documentation duty sits with the owner. When the system is finished you should be handed a set of papers evidencing that it was done lawfully and safely, with the installation certificate from the authorised installer at the centre of it. The building regulations cover the fabric side, including fire safety and whether a building permit is needed at all.

The sun you actually get

At optimum fixed tilt, Copenhagen averages 3.56 kWh per square metre per day across the year and 0.75 in December. Central Jutland at Viborg is worse on both counts, 3.23 and 0.70.

December is 21 per cent of the annual daily average at Copenhagen. An array sized off the annual figure is roughly five times short in midwinter, which is why Danish self-supply runs on a large bank, a wood stove and a generator, and treats the panels as a summer and shoulder-season asset.

What a build costs installed

Fully installed pricing in 2026 runs kr. 75,000–110,000 for 6 kW, kr. 95,000–135,000 for 8 kW and kr. 115,000–165,000 for 10 kW. Per kWp that is kr. 10,000–12,000 at 6 kW falling to kr. 8,500–11,500 at 10 kW, with private systems under 50 kW quoted free of VAT.

Storage adds kr. 25,000–60,000 depending on capacity and inverter, and priced alone a bank runs kr. 35,000–55,000 at 5 kWh, kr. 50,000–75,000 at 10 kWh and kr. 65,000–90,000 at 15 kWh. Household electricity averaged €0.3312 per kWh in the second half of 2025, among the dearest in Europe, which is what keeps the sums standing up despite the winter.

A permit for every drop

Section 20 of the water supply act requires a permit to abstract groundwater or surface water, and that includes an ordinary household as much as a farm or a market garden. The application goes to the municipality, and a renewal also needs an inspection form completed by a qualified person such as an authorised well driller showing the condition of the system.

A well or borehole must be established, and later decommissioned, by trained personnel under the executive order on the performance and decommissioning of wells and boreholes on land. Where the water is used for drinking, cooking and personal hygiene the property counts as a private water supply and much of the small-waterworks regime applies, even with a single household on the end of it.

The catch, and the loophole: the summer house

Section 41 of the planning act gives a pensioner who owns a dwelling in a summer-house area a personal right to use it as a year-round home once they have owned it for a year. The qualifying period was cut from eight years to one on 1 July 2017, and it applies whether the house sits in a summer-house zone or the rural zone.

The limits are the point. The right is personal, so it lapses on a change of owner; it needs no application if the conditions are met; and it does not change the zone status of the area, which still governs what may be built there. Pensioner status covers state pension entitlement, early retirement and disability pension, and those over 60 drawing a pension. For anyone younger, a summer house remains a summer house.

Can I build a new off-grid house in the Danish countryside?

Rarely. A new building in the rural zone needs a landzonetilladelse from the municipality, and permission for a wholly new independent dwelling in open country is granted restrictively — normally only where it replaces an existing house on the same property. Farming and forestry buildings, ancillary buildings up to 50 square metres and extensions under 500 square metres are the usual exemptions.

Can I live in a Danish summer house all year?

If you are a pensioner and have owned it for a year, yes: section 41 of the planning act gives a personal right to year-round use, in a summer-house zone or the rural zone alike. The qualifying period dropped from eight years to one on 1 July 2017. The right is personal, lapses when the property changes hands, and does not alter the zoning.
