Hungary is one of the cheapest places in Europe to buy a stand-alone system and one of the most specific about where a house may stand outside a village. The rules that decide an off-grid build here are agricultural rather than energy rules, and the charge that catches people is a sanitation one. December is the design problem: Budapest keeps barely a third of its annual daily average.

The unit rate of the talajterhelési díj, the soil-load charge under §12 of Act LXXXIX of 2003, multiplied by the municipality’s area-sensitivity factor and applied to metered water use. It falls on anyone who does not connect to a technically available public sewer and instead uses permitted wastewater disposal, a sealed tank included.
Where a dwelling may stand outside the village
Building on agricultural land outside the settlement boundary — külterület — runs through two national categories.
A tanya is a farmstead on a plot of between 1,500 and 10,000m², buildable to 30%, and it has to be a working unit: a dwelling plus buildings for crop production and animal husbandry with their processing and storage.
Several parcels can instead be assembled into an agricultural estate, minimum 10,000m², whose designated estate centre — the birtokközpont — can be built on up to 45%.
These sit in the national building code, OTÉK, as amended by government decree 90/2023 with effect from 30 March 2023, and they override conflicting local ordinances. A parcel of bare farmland with no agricultural use attached to it is not a housing plot, whatever its electricity supply looks like.

The sign-off a stand-alone system still needs
A system that never touches the public network needs no grid-operator approval, which removes the slowest step in a Hungarian solar project. Local building rules and fire regulations still apply to it.
The fire code, the OTSZ, requires the operator of an electrical installation to have a fire-safety inspection carried out at least every six years after commissioning — every three where more than 300 kilograms or litres of highly flammable or explosive material is handled — and to clear the defects by the date the inspector sets.
For a dwelling the inspection reaches the installation but not the circuits downstream of overcurrent protection rated at 32A or less per phase, which in a small house is most of them. The supply side of an off-grid board is not in that exemption.

The sun you actually get
At optimal tilt Budapest runs 4.24 peak sun hours a day on annual average and 1.54 in December, for 1,222kWh a year per kWp. Szeged, in the south, runs 4.39 and 1.70, for 1,256kWh.
December holds 36% of the annual daily average in Budapest, and a 1kWp array returns about 41kWh over the whole month against 136kWh in June. The Hungarian off-grid winter runs on wood and a generator, and the array is sized for the eight months either side of it.

What a build costs installed
Hungarian off-grid pricing in 2026, before 27% VAT: about 985,000–1,200,000 Ft for 3kW in a basic configuration and 1,200,000–1,600,000 Ft with a substantial battery; 1,285,000–1,500,000 Ft for 5kW basic and 1,500,000–2,200,000 Ft with real storage; 1,985,000–2,400,000 Ft for 10kW basic and 2,400,000–3,400,000 Ft stored.
The cost breakdown on a 5kW build is the useful part: the battery is 30–35% of it, panels 25–30%, inverter and charge controller 15–20%, mounting and cabling 8–12%, and installation labour 180,000–350,000 Ft. Storage, not generation, is what you are buying.

Water and sanitation
A household well is defined by its use and its depth: household water demand, at most 500 cubic metres a year, a bottom no deeper than 50 metres, and it must not reach the first impermeable layer.
The notification no longer goes to the municipal clerk — it goes to the water authority at the county government office, and where the national water-protection map shows the site as risk-free, neither notification nor permit is needed.
In a mapped risk area the notification has to be in before drilling starts.
The 50-metre figure is widely misreported as the test. The test is the first impermeable layer; the depth limit only bites where that layer sits deeper than 50 metres.

The catch
The soil-load charge is the Hungarian off-grid surprise. Anyone who does not connect to a technically available public sewer and uses permitted wastewater disposal instead, including an individual sealed tank, pays it: 1,200 Ft per cubic metre of metered water used, times the municipality’s area-sensitivity factor. Where a sewer is commissioned mid-year the liability starts on the ninetieth day after it goes live.
There is a way out written into the same Act.
A discharger who uses an individual small-scale wastewater disposal facility or a small treatment plant under separate legislation, and whose baseline monitoring shows nitrate, ammonium, sulphate and chloride in the immediate environment holding within 20% of the survey values, is not liable.
A proper treatment plant is exempt; a holding tank is a metered bill. Municipalities set their own local rules on top, and many issued new ones with effect from 1 January 2026.

Common questions
Can I build a house on farmland in Hungary?
Only inside the national categories. A farmstead sits on 1,500 to 10,000 square metres, is buildable to 30%, and has to combine a dwelling with crop and livestock buildings. Alternatively an agricultural estate of at least 10,000 square metres can concentrate its buildings on a designated estate centre plot, buildable to 45%. Both come from the national building code as amended with effect from 30 March 2023.
Do I need a permit for a well?
A household well takes at most 500 cubic metres a year, is no deeper than 50 metres and must not reach the first impermeable layer. Notification goes to the water authority at the county government office, and in areas the national water-protection map treats as risk-free no notification or permit is required at all.
