Off-Grid in Finland: Rules, Sun & What a Build Costs

Finland has half a million cabins and the most honest off-grid market in Europe: complete packages are advertised with a price, a battery size and an inverter, because the demand is real and old. It also has the harshest winter figure on the continent. December at Jyväskylä is six per cent of the annual daily average, and at Rovaniemi the model returns nothing at all.

The Building Act, 751/2023, replaced the old permit structure on 1 January 2025. A dwelling needs a building permit, and so does a holiday dwelling regardless of its size; smaller works below roughly 30 square metres or 120 cubic metres generally do not.

The separate planning-need decision that used to precede a permit outside a detailed plan area is no longer issued on its own — it is handled within the permit, and a siting permit covers the same ground. That removes a step without changing the substance: the municipality still decides whether the land can carry the building, and building rights still have to be there.

The inspection the contractor signs

Every fixed electrical installation, a photovoltaic system included, has to be carried out by a party with the appropriate electrical competence and registered with the safety authority.

The installer performs the commissioning inspection and hands the holder a report certifying that the work and the inspection follow the SFS 6000 series — part 7-712 covers photovoltaic installations — and SFS-EN 62446-1.

The report carries the measurement and test results, the contractor’s details and the named electrical work supervisor from the authority’s register.

For a detached house, semi-detached house or holiday home where the main fuse is no more than 35 amperes, a separate external verification inspection is not required on top of the commissioning inspection. Above that rating it is. Check the fuse size against that line before assuming the contractor’s own report closes the file.

The sun you actually get, and the month it disappears

At optimum fixed tilt, Helsinki averages 3.34 kWh per square metre per day across the year and 0.43 in December. Jyväskylä in central Finland runs 2.92 and 0.17. At Rovaniemi, on the Arctic Circle, the annual figure is 2.80 and the modelled December output is zero.

December is 13 per cent of the annual daily average at Helsinki and 6 per cent at Jyväskylä. There is no array size that answers that. A Finnish year-round system is designed around the shoulder seasons, a bank sized for days rather than hours, wood for heat and a generator for the dark weeks, and the panels earn their keep from February to October.

What a build costs installed

Finland is one of the few markets that publishes an off-grid band rather than a grid-tied one. A cabin package of 3–6 kWp of panels, a 10–20 kWh lithium iron phosphate bank and a 5 kW inverter is advertised at €7,000–14,000 in 2026.

Grid-tied work runs €1,000–1,800 per kWp with about €1,200 as the working figure, so a 6–10 kWp house system is €8,000–14,000 including VAT, rising to €15,000–18,000 with storage.

The household deduction takes a bite out of the labour. In 2026 it is 35 per cent of the labour share, capped at €1,600 per person with a €150 excess, and it applies to work rather than to materials, equipment or travel. Household electricity averaged €0.2254 per kWh in the second half of 2025, the cheapest of these nine after Bulgaria and Croatia.

Water, and the dry toilet that changes the sums

Government Decree 157/2017 on treating household wastewater outside sewer networks, made on 16 March 2017, applies to every built property outside a water utility’s service area, holiday properties included.

The base treatment standard is a reduction of at least 80 per cent of organic matter, 70 per cent of phosphorus and 30 per cent of nitrogen, and a municipality may impose stricter figures through its own environmental protection rules.

A dry toilet is not a workaround here, it is the design choice the decree rewards: keeping the toilet out of the water system materially reduces what the greywater treatment has to achieve, and municipal guidance in sensitive areas asks for 90 per cent of organic matter, 85 per cent of phosphorus and 40 per cent of nitrogen from a system that is taking everything.

The catch: the deadline has already passed

The compliance date buyers assume is still ahead of them went by on 31 October 2019. It applied to properties in classified groundwater areas and to buildings within 100 metres of a water body, and it required their wastewater systems to meet the treatment standard by that date.

There is no transition left to inherit. A shoreline cabin or a plot over an aquifer has to comply now, so a non-compliant system on a property you buy is your problem from the day of completion rather than a project for later. Ask for the wastewater system’s documentation and its date at viewing, in the same breath as the roof.
