In Iceland solar stops being a winter answer altogether. Reykjavik in December works out at 0.04 peak sun hours a day, which is under one kilowatt-hour from a 1kWp array across the entire month. The legal question is just as blunt: most rural buildings here are summer houses, and a summer house is a dwelling the law does not let you register as your home.

A summer house is not an address
Icelandic law defines a frístundahús as a house outside built-up areas used mainly for people to stay temporarily in their leisure time, and where registering a legal domicile is as a rule not permitted. That definition sits in the 2008 Act on holiday-house settlements and land leases, and it is the category most rural Icelandic buildings fall into.
The domicile rule has one grandfathered edge. Registrations of lögheimili in housing within a planned holiday-house settlement that were entered in the national register before 1 January 2007 stand, but the right lapses if that person or their family moves out. Temporary residence — aðsetur — can be registered in a holiday-house settlement under a ministerial regulation, which is not the same thing as a legal home.
The building work itself runs under the 2012 building regulation, which puts summer houses in its lightest scope class while still applying the general health requirements for dwellings.

The electrical sign-off
Electrical work is done by a contractor holding a licence from Húsnæðis- og mannvirkjastofnun, the housing and construction authority, granted against the education and experience requirements in the electrical installations regulation 678/2009.
The contractor files a signed declaration that his safety management and facilities meet the authority’s requirements, and the authority may run unannounced sample audits of that safety management.
When the contractor finishes an installation in a consumer service he must notify the authority, which then decides whether that installation goes to an inspection body. The regulation covers electrical works, consumer services and equipment on land, with no carve-out for a system that has no utility connection.

The sun you actually get
At optimal tilt Reykjavík runs 2.37 peak sun hours a day on annual average, 0.04 in December and 4.63 in June, for 697kWh a year per kWp. Egilsstaðir in the east runs 2.74 annually, 0.02 in December and 4.82 in June, for 823kWh.
December there holds 2% of the annual daily average, and the eastern site 1%. There is no array size that fixes that, and no battery bank sized for a house that would bridge it. An Icelandic build either accepts a seasonal system or pairs a small array with wind, micro-hydro or a generator, and the sizing question becomes how many weeks of nothing the bank must ride out.

What a build costs, and what we could not source
We could not find a published Icelandic installed-cost band for residential photovoltaics, and we are not going to invent one. What is published is the heating side, which is where an Icelandic rural energy budget actually goes.
Under the 2002 Act on heating cost subsidies and its implementing regulation, homes without access to adequate geothermal heat are subsidised per kilowatt-hour of electric heating, capped at 40,000kWh a year per household.
From 1 January 2026 the rural rates are 13.29 kr. per kWh in RARIK’s rural distribution area and 13.64 kr. in Orkubú Vestfjarða’s, with lower rates in other supply areas. Those figures, the 697kWh per kWp annual yield and a bill of materials from a supplier are the honest inputs for an Icelandic estimate.

Water and sanitation
Sewage from a house not connected to a municipal system goes to a watertight septic tank — a rotþró — followed by a soakaway or sand filter, which regulation 798/1999 counts as two-stage treatment. The relevant health authority has to approve the installation, and its size, siting and design are all subject to that approval; the same approval is required for a new tank and for major changes to an existing one.
Emptying is regulated too: not less often than every three years. Summer-house sanitation is explicitly covered by the same rule, so a seasonal building does not get a lighter standard than a year-round one.

The catch
Iceland’s winter load is heat, and the array contributes almost nothing to it between November and February. That is why the country’s off-grid buildings are summer houses in the legal sense as well as the practical one: they are heated electrically at a subsidised rate on a metered supply, or they are cold.
Anyone planning to live in one year-round is running into the domicile rule at the same time as the December figure. Both point the same way — towards a building that is already a legal dwelling on a serviced plot, with solar as a supplement rather than the supply.
