Off-Grid in Germany: Rules, Sun & What a Build Costs

Germany is the cleanest country in Europe to buy an off-grid system in and one of the hardest to put one on raw rural land. The hardware arrives without a VAT line and a true island system files nothing federal at all. The building underneath is the fight, and it has a section number Germans cite in conversation.

VAT on a residential solar-plus-storage install up to 30kWp, under §12 Abs. 3 UStG and in force since January 2023. It is the one major European incentive that is neither a claim, an application nor a council’s discretion — it is the line already missing from the invoice.

§35 BauGB draws a line round the countryside

Anything outside a municipality’s formal Bebauungsplan and outside the built-up core of a settlement falls into the Außenbereich, and §35 BauGB privileges a closed list out there: agriculture, forestry, certain public infrastructure. Ordinary housing is not on it.

German planning lawyers put it flatly — a house built because you would like to live there is not a privileged use, however self-sufficient its electricity.

What survives is narrower. Bestandsschutz keeps a lawfully built structure protected even though the same building could not be approved fresh today, which is why most real off-grid homes in rural Germany are renovations.

Some municipalities designate small weekend-house zones, and almost all of those carry an explicit Dauerwohnen verboten condition. Converting a barn already on the property is possible under narrower exceptions, as a case made to the Bauamt.

Bavaria stacks its own state code, the BayBO, on top of the federal rules, and much of its scenic countryside also carries a Landschaftsschutzgebiet designation — a second permission before the first one moves.

What a stand-alone system registers, and what it does not

A grid-connected German system carries two federal registrations: notice to the Netzbetreiber before commissioning, and an entry in the Bundesnetzagentur’s Marktstammdatenregister within a month of it. The register’s own guidance is explicit that units which are neither directly nor indirectly connected to a grid, and are not intended to be, need not and cannot be registered.

The exemption is narrower than it sounds. The Bundesnetzagentur states that installing equipment which normally holds the system apart from the grid but can restore the connection on the owner’s demand is not enough — a transfer switch keeps you inside the registration duty.

What applies either way is the wiring sign-off: a certified electrician certifying against DIN VDE 0100, which is about the installation rather than what it is connected to.

The sun you actually get

At optimal tilt Munich runs 3.86 peak sun hours a day on annual average and 1.91 in December, for 1,119kWh a year per kWp. Freiburg runs 3.65 and 1.58, for 1,064kWh. Hamburg runs 3.37 and 0.93, for 986kWh.

Hamburg is the number to design against: December holds 28% of its annual daily average, and a 1kWp array returns about 24kWh across the whole month. A northern German off-grid house is a wood-and-generator house with solar attached, and the array that carries a Bavarian farmhouse through January will not carry a Schleswig one.

What a build costs installed

A complete German rooftop system including mounting and labour runs about €1,000–1,500 per kWp in 2026, with storage priced separately at roughly €350–700 per kWh of usable capacity as a device price, before installation and inverter. Prices ticked up slightly from April 2026 as Chinese export tax advantages fell away and logistics costs rose.

Add the 0% VAT rate on residential systems up to 30kWp, in force since January 2023, and Germany is the cheapest hardware market of the big four in Europe. A German quote at that scale which still carries a 19% VAT line is worth a question.

Water and sanitation

Taking groundwater for your own household needs no water-law permit under §46 WHG, provided there is no significant adverse effect on the water balance. Sinking the well is a separate step: §49 WHG requires the drilling to be notified to the untere Wasserbehörde, which checks whether the groundwater is put at risk.

Sewage is the harder half. Property owners are inside a public disposal duty; where the responsible body cannot connect a plot to the sewer, it applies for release from that duty and responsibility passes to the owner, who must build and run a small treatment plant meeting recognised technical rules — in practice a fully biological unit to DIN EN 12566-3. A settling tank alone is not permittable.

The catch

The renewable-energy privilege written into §35 is the trap. Wind, and later some ground-mounted solar, did get their own privileged category in the Außenbereich, and headlines about it read as though the countryside opened up. That privilege is written for generation feeding the public network, not for a private owner who wants to live off it. A privileged solar field on the next parcel says nothing about your house.

Buy the standing walls rather than the empty meadow, and check whether the weekend-house zoning you are looking at forbids registering the address as your Hauptwohnsitz.

Common questions

Is it illegal to go off-grid in Germany?

No, but off-grid and outside the Bebauungsplan are different questions. Running a home on solar and storage with no utility connection is not what the planning code restricts; what it restricts is a new residential building in the outlying area at all, because ordinary housing is not a privileged use there. Most people genuinely living off-grid in rural Germany are renovating an existing, protected structure.

Does an island system have to be registered in the Marktstammdatenregister?

The register’s guidance says units neither directly nor indirectly connected to a grid, and not intended to be, need not and cannot be registered. The Bundesnetzagentur also says a switchover device that normally separates the system but can restore the connection on demand does not clear the duty, so a transfer switch keeps you inside it.

Do I still need an electrician’s certificate with no grid connection?

Yes. A certified electrician’s sign-off against DIN VDE 0100 applies to the installation itself, not to what it is connected to, and it is what an insurer will look for.
