Off-Grid in Illinois: Land, Permits, Solar & Cost

Illinois runs this trade the opposite way from the Sun Belt states in the series. The land is expensive — farm real estate averaged $8,930 an acre in 2025, more than double the national figure — and since January 1, 2025 the rules have been statewide instead of county-by-county. What Illinois gives back is a sun resource that beats its reputation for eleven months a year, and a December that quietly decides the whole system. Chicago sees 5.9 peak sun hours a day in July and 2.7 in December. Size on the annual average and the batteries are flat by New Year's.

Why Illinois Is a Land Problem Before It's a Power Problem

Three things stack here, the same three that decide every state in this series. Land: USDA's 2025 survey puts Illinois farm real estate at $8,930 an acre and cropland at $9,850, against a national average of $4,350 — the most expensive dirt in the Corn Belt after Iowa. Pasture at $4,200 is the number that matters to an off-grid buyer, and the broken, wooded ground in the southern and western counties is where acreage stops competing with a corn budget. Law: Illinois had no statewide building code for most of its history, and that ended on January 1, 2025, when Public Act 103-0510 brought in baseline codes reaching into jurisdictions with no building department. Water: every habitable building has to be connected to an approved water supply and an approved sewage system under the state plumbing code, which runs on its own track through the health department. Expensive land, light local enforcement across plenty of rural counties, and state rules that follow you into those counties anyway.

The Sun You Actually Get — and Why December Sets the Array

“Peak sun hours” (PSH) is the number that sizes an array — the equivalent hours per day of full 1,000 W/m² sun on the tilted panel once cloud, season and angle are baked in. Illinois averages roughly 4.5 to 5.0 across the year, close to the national middle. December decides the build: on the lakefront it delivers about 60% of the annual average, in the far south about two-thirds. A system standing alone in January gets sized on the December row, with a generator or a deliberate winter load cut covering the worst stretches. Rule of thumb: array kW ≈ daily load (kWh) ÷ (peak sun hours × 0.78) — the 0.78 covers inverter loss, wiring, temperature derate and soiling.

The inland-versus-lakefront gap surprises most people: Rockford's December runs well ahead of Chicago's despite sitting further north, because the lake holds low cloud over the metro through the darkest weeks.

What's Actually Regulated Here (More Than People Expect)

Illinois used to be a state where the answer was “depends on the county.” Since the start of 2025 it is closer to a floor with local variations on top:

  • Inside a city or county that has adopted a code? You pull permits and build to what that jurisdiction adopted, and any code adopted now has to be based on model codes and be at least as stringent as the state baseline.
  • Non-building-code jurisdiction? These still exist — Woodford County describes itself in exactly those words on its own department page. What changed is that the Capital Development Board now publishes what applies there anyway: for new residential work, the current International Residential Code under the Illinois Residential Building Code Act (815 ILCS 670/15), minus the IRC's energy and plumbing parts, because Illinois has its own codes for both. Woodford also shows the other half of the picture, running zoning, subdivision, floodplain and stormwater rules with no building code at all — zoning is usually where an unconventional dwelling meets resistance first.
  • The energy code applies whether or not anyone locally cares. The Illinois Energy Conservation Code (20 ILCS 3125/15) moved to the 2024 IECC on November 30, 2025. For residential buildings, local governments may not set standards weaker or stricter than the state's, apart from a narrow set of jurisdictions with stricter codes predating 2009, and where a local government doesn't regulate energy standards at all, construction is still subject to the Act.
  • Plumbing is a state matter, full stop. Under 225 ILCS 320/42 the power to license plumbers and set a minimum plumbing code sits with the State and may not be exercised by any unit of local government, home rule units included. The Illinois Plumbing Code governs all new plumbing statewide (77 Ill. Adm. Code 890.110).
  • Wells and septic run through the health department. A well permit comes from the Department or an approved local health department before construction, the work goes to a contractor licensed under 225 ILCS 345 unless exempt, and drilling needs two days' notice. Private sewage systems take their own permit under the Private Sewage Disposal Licensing Act (225 ILCS 225), sized on the design-flow tables in 77 Ill. Adm. Code 905.

77 Ill. Adm. Code 890.170

The rule that actually gates an off-grid build in Illinois isn’t the building code. It’s a single section of the state plumbing code, and it applies in every county whether or not anyone there inspects a house. Section 890.170, titled “Sewer and/or Water Required,” provides that each building intended for human habitation or occupancy shall have a connection to a public water system, a semi-private system, or a private water supply built to the Illinois Water Well Construction Code (77 Ill. Adm. Code 920) or the Surface Source Water Treatment Code (Part 930), plus a connection to a public sewer or a private sewage system built to the Private Sewage Disposal Code (Part 905).

Three things make this the real gate. It is universal in reach: 890.110 applies the Code to all new construction, with no exemption for size, acreage or remoteness. It is beyond local reach, because the Plumbing License Law hands the State the sole power to promulgate a minimum plumbing code — a rural county cannot decline this the way it can decline a building code, and the Capital Development Board lists the Plumbing Code among the rules applying in non-building-code jurisdictions. And the list of acceptable supplies is closed. A permitted well qualifies, as does a treated surface source under Part 930, the legal path for a pond or spring where groundwater is poor. Roof catchment into a cistern is not on the list, and neither is hauled water.

The consequence people get wrong: picking a county specifically because nobody there issues building permits, then planning the water around a rainwater tank and the waste around a composting toilet. The county’s code status changes neither one. The well permit comes from the health department before the drill rig moves, the sewage permit from the same office before the system goes in, and 890.170 sits over both. Rainwater and composting fixtures earn their place here as supplements that cut the load on the well and the field. The order on a raw parcel runs water, sewage, then solar.

What an Off-Grid Build Costs in Illinois in 2026

Hardware is priced nationally — panels and batteries cost the same delivered to Effingham as to Sacramento — so Illinois pricing sits inside the national band below. What moves here is the winter design. A December of 2.7 to 3.4 peak sun hours puts the array 30% to 50% above what the same load needs in the Deep South, and the battery bank needs a conditioned space rather than an unheated shed, because lithium cells will not accept a charge below freezing. Same national hardware and labor blend as our full cost report. Illinois builds land in the upper half of every band: the December number forces a bigger array and more storage, snow-shedding tilt adds engineering, and the 2024 IECC envelope now applying statewide costs more to build even as it lowers the load. Far-southern Illinois sits closer to mid-band, with roughly a quarter more December sun than the lakefront. The Real Illinois Angle: Storm Seasons Stacking and the Price of a Pole Line

Illinois generation isn't the problem. The last mile is, and the record is specific. On August 10, 2020 a derecho crossed northern Illinois with gusts above 90 mph and seven confirmed tornadoes; ComEd restored 540,000 customers inside a day, the fastest half-million restoration in company history, and by August 12 had brought back more than 625,000, nearly 80% of everyone affected. The comparison point is recent: storms on June 11 and 12, 2026 cut power to more than 674,600 ComEd customers with gusts near 80 mph, damage the utility called the worst since the 2020 derecho. Downstate has its own version: the March 14, 2025 windstorm peaked at 61,000 Ameren Illinois outages and ran to roughly 100,000 restorations around Belleville, East St. Louis and Sparta.

The second number that moves Illinois decisions is the cost of getting connected at all. Eastern Illini Electric Cooperative publishes its schedule: an overhead single-phase extension carries a $400 fee plus $7.50 a foot beyond the allowance, and underground single-phase runs $600 plus $15.00 a foot, with a $7.50-a-foot allowance on the first 1,320 feet to a year-round residence and a $750 padmount transformer adder. Run that on a parcel half a mile off the road and an underground service clears $30,000 before anyone frames a wall. Against a lot with a pole already at the road a stand-alone system rarely wins here; against timber ground a half-mile back it wins quickly, and keeps winning every time a derecho takes the line down anyway.

Do I need a building permit for an off-grid home in Illinois?

It depends on the jurisdiction, and the answer changed on January 1, 2025. Where a city or county has adopted a code, you permit and inspect there. Where it hasn't — Woodford County calls itself a non-building code jurisdiction on its own department page — the Capital Development Board's schedule still sets what applies: the current International Residential Code under 815 ILCS 670/15, plus the Illinois Energy Conservation Code and the Illinois Plumbing Code. Counties with no building code often still run zoning and floodplain rules.

Can I run an Illinois off-grid home on rainwater catchment?

Not as the primary supply. Section 890.170 of the Illinois Plumbing Code requires every building intended for human habitation to connect to a public system, a semi-private system, or a private supply built to the Water Well Construction Code (77 Ill. Adm. Code 920) or the Surface Source Water Treatment Code (77 Ill. Adm. Code 930). A permitted well is the usual answer, and a treated pond or spring under Part 930 is the legal alternative. Roof catchment is a supplement that doesn't satisfy 890.170 on its own.

Is there enough sun in Illinois for off-grid solar?

Across the year, comfortably — roughly 4.5 peak sun hours a day on the lakefront to about 5.0 in the far south, near the national middle. Winter is the constraint. December runs about 2.7 PSH around Chicago and 3.4 near Carbondale, so an array sized to stand alone in midwinter comes out 30% to 50% larger than the same load needs in the Deep South.

Is off-grid cheaper than a rural line extension in Illinois?

Often, once distance is real. Eastern Illini Electric Cooperative's published fees run $7.50 a foot for an overhead single-phase extension beyond the allowance and $15.00 a foot underground, with an allowance covering the first 1,320 feet to a year-round home. A half-mile underground service prices past $30,000 on those numbers, inside the range for a full-time off-grid system. Against a parcel with a pole already at the road, the grid still wins.

None of this changes whether off-grid makes sense on your parcel — it changes the order you check things in. Settle the water and sewage approvals before you fall for a listing, since 890.170 follows you into every county. Confirm what your jurisdiction has actually adopted instead of assuming the 2025 baseline made everywhere identical.
