Norway is the one country in this set with a real, documented off-grid market rather than a fringe of enthusiasts: 451,181 hytter counted at 1 January 2025, a great many of them well past the end of a line.
The rules are unusually clear about what a stand-alone electrical system owes, and the December number is unusually brutal. At Lillehammer an optimally tilted array makes 8.5 kWh per kWp across the whole of December, against 128 kWh in June.

Can you legally build and live off-grid here
Erecting a cabin is a planning-and-building-act case. Section 20-1(a) of the plan- og bygningsloven of 27 June 2008 makes the erection, extension, underbuilding or placement of a building, construction or installation subject to application and permission, and 20-1(f) catches the erection, alteration or repair of building-technical installations. A new fritidsbolig is a chapter 20 case with responsible undertakings holding ansvarsrett.
Whether the plot allows it at all is decided by the municipal land-use plan. In an LNF area — agriculture, nature and outdoor recreation — the rule is that only buildings tied to farming or place-bound trade are permitted, so a new cabin needs the plan to provide for it or a dispensation. Inside the shoreline building-ban zone every measure, down to a small terrace, needs a dispensation.

The electrical sign-off a stand-alone system still needs
Norway is explicit where most countries are vague: NEK 400-7-712 applies expressly to solar installations that are not connected to a public distribution network, and only a registered electrical undertaking may be responsible for the electrical installation in a solar system. You can check the register before you hire.
You may work on your own house or cabin yourself only if you hold a relevant trade certificate or a bachelor’s or master’s degree in power engineering or automation, plus at least three years of documented relevant practice after qualifying, and you must document the work as a registered undertaking would.
Otherwise it goes to a registered undertaking. The document that closes the job is the samsvarserklæring, confirming the work meets NEK 400, and it is the paper an insurer and a buyer will ask to see.

The sun you actually get
PVGIS puts a 1 kWp array at optimum tilt at Lillehammer at 902 kWh a year, 3.09 peak sun hours a day on annual average. December delivers 0.33 peak sun hours a day and 8.5 kWh for the month. Oslo runs 959 kWh a year with 0.47 in December; Trondheim 763 kWh a year with 0.10 in December and 2.4 kWh for the whole month.
Steepening the array from 45 to 60 degrees raises Lillehammer’s December from 0.33 to 0.37 peak sun hours and costs about 3% of the year, which is worth doing for snow shedding alone. It does not change the shape of the problem: a Norwegian array is a March-to-October machine and the winter has to come from wood, a generator or bottled gas.

What a cabin build costs installed
Norwegian cabin solar has a published price range because it is a real retail market. Installed systems run from about NOK 13,000 for a small array on a cabin with no existing electrical infrastructure — enough for lights and a few appliances at once — to around NOK 250,000 for a large one, with complete mid-range packages typically NOK 70,000–150,000.
None of it is subsidised. Enova support for electricity production on a fritidsbolig was discontinued in summer 2025 and the scheme is now limited to primary residences, at up to NOK 37,500. A cabin build is paid for in full by the owner, which is the main reason Norwegian cabin systems are sized modestly and grow in stages.

Water and sanitation
Chapter 12 of the forurensningsforskriften of 1 June 2004 covers discharges of sanitary wastewater from dwellings, cabins and similar under 50 person equivalents. The municipality is the pollution authority and no new discharge may be established, or an existing one substantially increased, without a permit under section 12-5. For greywater-only discharges the chapter bites only where there is running water.
Dry toilets are the exception that shapes Norwegian cabin design: an utedo, a biodo, an incinerating toilet or any other dry toilet needs no discharge permit at all. That is why the source-separating cabin — a discharge-free toilet plus local treatment of greywater — is the standard answer in cabin areas rather than a novelty.

The catch: winter access and no subsidy
The December figures do the damage twice. They make a solar-only winter impossible at Lillehammer latitude and impossible outright at Trondheim, and they land in the same months the access road may not be ploughed, so the generator you were relying on has to be fuelled before the snow.
The financial half is just as blunt. A cabin system carries no Enova support, while Norwegian household electricity ran at €0.1922 per kWh including taxes in the second half of 2025 — below the Europe-27 average of €0.2896. An off-grid cabin build in Norway buys access to a plot the network does not reach. It does not buy a payback.

Common questions
Can I install solar on my own hytte myself?
Only if you personally hold a relevant trade certificate or a power-engineering or automation degree plus at least three years of documented relevant practice after qualifying, and you document the work the way a registered undertaking would.
Otherwise the electrical installation must be the responsibility of an undertaking listed in the Elvirksomhetsregisteret, and NEK 400-7-712 applies even though the system never touches a public network.
Do I need a permit for a dry toilet at the cabin?
No. Under chapter 12 of the forurensningsforskriften an utedo, biodo, incinerating toilet or other dry toilet needs no discharge permit. A greywater discharge is a different matter: the chapter applies where there is running water, and any new discharge needs a municipal permit under section 12-5.
Does Enova pay towards solar on a holiday home?
