Lithuania is administratively one of the easiest countries in this set and physically one of the hardest. Permitting runs through a single national online system, small rural buildings drop out of the permit regime altogether, and a household borehole is a free registration rather than a licence. Then December arrives: 0.67 peak sun hours a day at Vilnius, one-eighth of the June figure.

Can you legally build and live off-grid here
Whether a structure needs a statybą leidžiantis dokumentas is set by the technical regulation STR 1.05.01:2017 under the Statybos įstatymas, and applications run through the state information system Infostatyba, where the municipality issues the document and you track it online.
Small rural buildings fall outside that regime. A Group I nesudėtingas statinys in a non-urban area — a garden house up to 80 square metres and 8.5 metres high, or a farm building up to 50 square metres and 5 metres — needs no permit.
A Group II simple building of the same size intended as a one- or two-flat dwelling does. The distinction is legal rather than architectural: a sodo namas is a recreation building and a gyvenamasis namas is for permanent living, and the two are regulated differently.
Separately, the law on special land-use conditions bars solar arrays on the roofs and facades of listed heritage buildings and inside nature reserves, state parks and biosphere reserves.

The sign-off a stand-alone system still needs
Lithuania regulates generation by licence, and an off-grid array falls outside it. A permit to generate electricity is not required for generating consumers, nor for installations up to 100 kW whose permitted generation capacity into the network is above zero. An isolated system exports nothing, so the licensing chapter never engages.
What remains is the technical-condition document. For installations below 1000 volts an accredited contractor issues the elektros įrenginių techninės būklės patikrinimo aktas, and the energy regulator VERT records the corresponding certificate, which it names by issue date and registration number wherever a generation permit is applied for. On an off-grid build nobody collects it for you, which is exactly why it is worth having on file.

The sun you actually get
PVGIS puts a 1 kWp array at optimum tilt — 40 degrees, facing south — at Vilnius at 982 kWh a year from 1,216 kWh per square metre of in-plane irradiation, which is 3.33 peak sun hours a day on annual average. December delivers 0.67 peak sun hours and 16.8 kWh for the month, against 5.66 and 132 kWh in June.
December is therefore about 13% of June. Steepening the array to 60 degrees raises December to 0.75 peak sun hours and costs about 5% of the annual yield. It is the right trade for a winter-occupied house and it does not close the gap.

What a build costs installed
Lithuanian grid-tied pricing is published and low. A 5 kW rooftop system runs about €3,700–4,700 installed and a 10 kW system averaged about €5,860 in the first quarter of 2026, which is roughly €590 per kW — among the cheapest installed figures in Europe.
The state compensation is paid at €169.96 per kW, or €220.97 per kW where stricter component conditions are met, and it is capped at 7 kW per consumption point however large the array. There is no published Lithuanian band for a complete island system: the battery bank, the hybrid inverter and the winter oversizing all sit on top of the figures above, and they are quoted case by case.

Water and sanitation
A permit to use groundwater resources is not required where a household abstracts less than 10 cubic metres of fresh groundwater a day for family, household or non-commercial purposes. Below that threshold the borehole is registered rather than licensed: the Lietuvos geologijos tarnyba registers it and issues the gręžinio pasas, the borehole passport, free of charge.
The route starts at the municipality, which confirms whether mains water already runs to the plot boundary. Owners of existing unregistered boreholes had until 31 July 2026 to legalise them under the simplified procedure, so a plot bought after that date should have the passport in the file already — ask for it before you sign.

The catch: the money follows the meter
Both halves of Lithuanian solar policy are written around a consumption point. The compensation is calculated per consumption point and capped at 7 kW, and the generation-permit exemption is framed around a permitted export capacity above zero. A parcel with no connection has neither, so an off-grid build in Lithuania is unsubsidised by construction rather than by accident.
The electricity it displaces is not expensive either: €0.1955 per kWh including all taxes in the second half of 2025, against a Europe-27 average of €0.2896. Combine that with a December yielding 16.8 kWh per kWp for the month and the honest Lithuanian case for off-grid is a plot the network does not reach, plus a wood stove.
