Off-Grid in Ukraine: Rules, Sun & What a Build Costs

Ukraine is the one country in this set where interest in stand-alone power is driven by the state of the network rather than by the distance to it. Generation and distribution have been damaged repeatedly since 2022 and partly rebuilt, and the figures below are dated because they move. The regulated household tariff is low and fixed by government decision, which means the case for a system is continuity of supply rather than the bill.

What the network actually is now

The IEA’s assessment sets out the sequence. Ukraine had about 38 GW of available dispatchable generation capacity before 2022. Losses in the first year of the war, through occupation, destruction and damage, came to 19 GW.

After concentrated attacks in spring 2024 available capacity fell to about 12 GW, and 3 GW was restored ahead of the 2024/25 heating season.

In October 2025 the Ministry of Energy anticipated 17.6 GW of total capacity available for the 2025/26 season, against peak demand of 18 GW in winter 2023/24 and 16.5 GW in the milder 2024/25 season.

An attack on 10 October 2025 seriously damaged several thermal power plants and left 800,000 residents without power.

Rebuilding is running alongside.

The European Commission’s 2025 report records 4 GW of generation restored and 830 MW newly built during 2024 — together worth over a quarter of peak winter demand — and 600 MW of additional distributed generation commissioned by the Ministry of Economy in 2025.

Commercial electricity export capacity from the European Union to Ukraine was raised to up to 2.1 GW between December 2024 and March 2025, with 250 MW of emergency capacity alongside it.

Building: three consequence classes, and wartime provisions

Urban development is governed by the Law on the Regulation of Town Planning Activity, No. 3038-VI of 17 February 2011.

Since amendments in force from 10 June 2017 buildings are sorted into three classes of consequences — non-essential, medium and essential — replacing the older five categories of complexity, and the class decides how heavy the permitting and certification path is.

The developer, as the party with rights to the land, obtains the input data, the examination of the design documentation and the permit for construction works.

Law 3038-VI also carries temporary martial-law provisions allowing simplified procedures for facilities needed for reconstruction and for temporary accommodation of displaced people and businesses, including deviations from general zoning and planning rules. At local level the general plan guides land use, with a detailed plan of territory setting plot-level regulation beneath it.

The sun you actually get

PVGIS gives Vinnytsia 3.87 peak sun hours a day across the year at a 36-degree tilt and 1.16 in December; Lviv 3.68 and 1.26; Kyiv 3.83 and 1.02; Odesa on the coast 4.42 and 1.64.

In output, one kilowatt-peak at Vinnytsia makes 30.6 kWh across December against 141.4 kWh in July. Sized on December at a 0.78 derate, a 12 kWh-a-day load asks for about 13 kWp inland and about 9 kWp at Odesa — which is why systems here are usually sized as backup with storage rather than as year-round supply.

The tariff you are comparing against

The household electricity price is set by government decision rather than by the market. The tariff of 4.32 hryvnia per kWh has been in place since 1 June 2024 and the Cabinet of Ministers has extended it to 31 October 2026. Households with electric heating, and apartment buildings without gas or centralised heating, pay 2.64 hryvnia per kWh from 1 October to 30 April on consumption up to 2,000 kWh a month.

Wholesale is a different picture: the energy regulator raised day-ahead and intraday price caps by more than 60% in July 2025, and the day-ahead, intraday and balancing markets continue to operate under caps.

There is no published installed-cost band for stand-alone systems in Ukraine, and Eurostat publishes neither Ukrainian household electricity prices nor Ukrainian farmland prices, so a euro-per-kWp or euro-per-hectare comparison with the rest of this set is not available.

The catch: the register you cannot read

Ukrainian title is registered and the Real Estate Register was, until recently, open to inspection online for a fee. Law No. 4576-IX, in force from November 2025, restricts electronic access to the register for the period of martial law and for one year after it ends, on national security grounds, with entries for legal entities showing only the region rather than the cadastral number.

Two other due diligence points recur in Ukrainian practice. Unauthorised construction — the absence of a valid building permit or commissioning certificate, or an inconsistency between what was built and the designated land use — is a standard finding.

And structures presented as real estate are sometimes small architectural forms: kiosks, pavilions and modular buildings that are not immovable property in Ukrainian law even where they appear in the register, and which courts may treat as unauthorised construction.

Common questions

Why is off-grid interest high in Ukraine?

Because supply has been interrupted repeatedly. The IEA records about 38 GW of dispatchable capacity before 2022, 19 GW lost in the first year of the war, a fall to about 12 GW after attacks in spring 2024, and 17.6 GW expected available for the 2025/26 heating season against peak demand of 16.5 to 18 GW.

Does a stand-alone system pay for itself on the tariff?

Not on the household price. The regulated tariff has been 4.32 hryvnia per kWh since 1 June 2024 and is extended to 31 October 2026, with 2.64 hryvnia per kWh for electric-heating households up to 2,000 kWh a month between 1 October and 30 April. The value of a system here is continuity, not arbitrage.

What decides how hard the permit is?
