Estonia is the country in this group where the connection quote does the arguing for you. The distribution operator publishes a per-ampere price, and a standard rural house connection is already north of eight thousand euros before a metre of extra line is dug. Set against that, a complete installed array is a fraction of the cost. What Estonia takes away in December is the reason nobody does it on panels alone.

Design conditions rather than a detailed plan
Where no detailed plan (detailplaneering) is required, the local authority issues design conditions — projekteerimistingimused — and the building permit follows from them. Outside the areas where a detailed plan is compulsory, the municipality decides whether one is needed at all and how much land the plan covers.
On farm and forest land, classed as maatulundusmaa, up to three buildings may be put up on design conditions: a dwelling and two ancillary buildings. In scattered settlement that is the normal route. The design conditions fix the building area, the largest permitted footprint, the roof pitch, the maximum height and the permitted use, so the numbers that shape the house are settled before the design starts.

The audit you need before you switch it on
Under the Equipment Safety Act an electrical installation that is subject to audit may not be put into service before the audit has been carried out. The pre-commissioning audit follows completion of a new installation or the renovation of an old one, and it assesses conformity from a visual inspection, the installation documentation and laboratory measurement and test results.
The obligation covers installations of the first, second and third class with a rated voltage above 50 volts, which takes in a domestic battery system comfortably. Audits after that are periodic or extraordinary, and the technical regulatory authority publishes the guidance the auditors work to.

The sun you actually get
At optimum fixed tilt, Tartu averages 3.27 kWh per square metre per day across the year and 0.50 in December. Tallinn matches it annually at 3.27 and is worse in winter at 0.39, being a degree further north and on the coast.
December is 15 per cent of the annual daily average at Tartu and 12 per cent at Tallinn. In practical terms an Estonian array sized on the annual figure delivers roughly one day in seven of its rated winter need, so December is covered by storage carried over, a generator or wood, and the panels simply stop being the answer for six weeks.

What a build costs installed
Installed pricing in 2026 runs €4,500–14,000 for a 5–10 kW house system. A small 3–5 kW array is €5,000–8,000 and a 10–12 kW system €12,000–15,000, with panels themselves at €0.30–0.55 per watt. Household support runs to 30 per cent of the cost of an array up to a €4,000 ceiling, or 50 per cent up to €15,000 where it is combined with a heat pump.
Household electricity averaged €0.2303 per kWh in the second half of 2025, well under the European average of €0.2896. The saving on the tariff is not what carries an Estonian off-grid decision — the connection fee is.

Two thresholds on the borehole
Abstracting more than 5 cubic metres a day of groundwater from a borehole is special water use under the water act and needs a permit from the Environmental Board. Below that a household is outside the permit regime for abstraction.
The structure itself has its own gate. Where the design capacity is under 10 cubic metres a day serving one property, or the water needs of up to 50 people, the local authority’s written consent is enough; above that a building permit is required.
The municipality forwards the drilling request, the location approval, the design and the sanitary protection zone design to the Environmental Board for approval within ten working days of receiving it.

The catch: the connection fee is the whole argument
Elektrilevi prices a new low-voltage connection at €410.63 per ampere where the connection point sits within 400 metres of the nearest substation. A 20-amp house connection is therefore €8,212.60, with a contract-handling fee on top. That is the published number for the easy case.
Past 400 metres the price list stops applying and the fee is calculated on actual cost — the real network construction at the property, the metering, the project management, the terrain. A remote parcel is quoted individually, and the quote is what an off-grid system is measured against. Get it in writing before comparing anything.
