Zoning is a separate question again: a Georgia Tech planning study found 63 of the state's 159 counties, nearly all rural, had adopted no zoning ordinance whatsoever. The Sun You Actually Get — and Why the Winter Dip Is Mild Here
"Peak sun hours" (PSH) is the number that sizes an array — the equivalent hours per day of full 1,000 W/m² sun once cloud and season are baked in. Georgia's annual average runs roughly 4.5–5.2 depending on where in the state you stand, generally rising as you move from the mountains and Piedmont toward the coastal plain, and December gives up a moderate slice of that rather than half — closer to Alabama's mild dip than to anything in the northern half of the country. Rule of thumb: array kW ≈ daily load (kWh) ÷ (peak sun hours × 0.78) — the 0.78 covers inverter loss, wiring, temperature derate and soiling.

*Sized on the December row; because Georgia's winter dip is moderate rather than severe, most installers size close to the December number rather than carrying a big seasonal swing with generator hours. The trade runs the other way in summer: afternoon convective thunderstorms — Georgia's classic June–August pattern — clip real production on days that look sunny on paper, and heat above 25 °C knocks a few percent off panel output even on a clear one. Cold, dry December air partly offsets the shorter days by making panels run a little more efficiently per hour of sun.
What's Actually Regulated Here (Shorter List Than You'd Think)
The permitting question in Georgia is jurisdiction-by-jurisdiction, but the pattern holds:
- Inside a city, or a county that actually runs a permitting program? Georgia's nine mandatory state minimum standard codes apply to any construction in the state, whether or not a jurisdiction locally enforces them, and once a local government decides to enforce any code at all it can't substitute something looser.
- Rural unincorporated county with no permitting program? Common in south and middle Georgia — the state doesn't require a county to operate a building department, and where it doesn't, there's no general permit to pull for the house or the ground-mount array. Bacon County is a documented example: permits are required inside Alma's city limits, not the unincorporated county. Check the specific county; the rules change at the line.
- Zoning is a separate question from building codes. A Georgia Tech planning study found 63 of the state's 159 counties — nearly all rural — had adopted no zoning ordinance at all; Washington County is a current example still unzoned in its unincorporated area. No zoning doesn't guarantee no building code, and no building code doesn't guarantee no zoning — check both.
- Water and septic. You can legally drill your own domestic well without a licensed contractor if it's on your own permanent-residence property, produces under 25,000 gallons a day, and isn't for resale or another household (O.C.G.A. Section 12-5-131.1) — and no state withdrawal permit applies below 100,000 gallons a day for any use, a threshold a household will never approach. Septic is close to a true statewide constant: permitted and inspected through your county board of health under the state's on-site sewage rules, essentially everywhere.
- The coast is the real regional exception. Georgia's Shore Protection Act and Coastal Marshlands Protection Act put marsh, dune and beach construction under state Department of Natural Resources permitting regardless of what the county otherwise enforces — a real consideration only if the parcel is near tidal Georgia, not inland.

O.C.G.A. § 8-2-25
This is the statute that explains why the county line matters so much here. It gives Georgia's nine mandatory state minimum standard codes — building, one- and two-family residential, fire, plumbing, mechanical, fuel gas, electrical, energy conservation, and swimming pool — state-wide application by law, and says outright that they "shall not require adoption by a municipality or county." In plain terms: the codes aren't something a Georgia city or county opts into. They're already the law everywhere in the state, on day one, whether the local government has ever touched them or not.
What actually varies county to county isn't the code — it's the enforcement machinery. A city or county has to separately stand up a building department: inspectors, a permit desk, a fee schedule. Where that exists, you apply to that department before you build, same as anywhere else in the country. Where it doesn't — which is most of rural Georgia's unincorporated land — there's no office to apply to, so nothing gets applied for. That's the real gate: not whether the code applies, but whether anyone locally is set up to check.
The practical consequence people get wrong: an unenforced county is not the same as an exempt one. Section 8-2-25 applies the codes state-wide regardless of local enforcement, so a self-built off-grid home wired and framed in a no-permit county was still, as a matter of state law, supposed to meet the National Electrical Code and the other eight — nobody just checked. That gap doesn't disappear; it tends to surface later, at resale, at an insurance claim after storm damage, or if the county eventually stands up a permitting program of its own.

What an Off-Grid Build Costs in Georgia in 2026

The Real Georgia Angle: Helene, Thin Co-op Lines and a Grid That Reaches Everywhere
Georgia's grid isn't fragile in the way a genuinely poor grid is — Georgia Power and the state's 41 electric membership corporations (EMCs) reach nearly every parcel, urban or remote. What Hurricane Helene showed on September 26–27, 2024 is that reach doesn't mean resilience. Helene left more than 1.5 million Georgia Power customers without power — the second-highest outage count in company history, behind only Hurricane Irma in 2017 — while inflicting more physical damage on the grid than any storm in the company's 140-year history; another 435,000 EMC and municipal-utility customers lost power too, for close to 2 million statewide across 41 counties declared major disaster areas. More than 28,000 power poles snapped, Augusta — over 150 miles inland — saw more than 95% of customers dark, and some EMCs had their distribution systems wiped out entirely and spent three to four weeks rebuilding from the ground up rather than repairing. Georgia Power alone has asked regulators to recover $912 million in storm costs from customers over the next four years. It wasn't only a coastal event either: a survey of 150 Georgia farmers after Helene found 99% lost power and 71% lost access to the well water their livestock and crops depend on, because a well without power is just a hole in the ground. Hurricane Michael did something similar to southwest Georgia's farm counties on October 10, 2018, cutting power to more than 224,000 customers and causing roughly $2 billion in agricultural damage. Neither storm is a one-off, and the reason rural Georgia takes longer to come back is structural: EMC lines run roughly eight to nine members per mile of wire against forty or more for the investor-owned utilities, so the same length of downed line affects fewer customers but takes the same crew-hours to rebuild. For a homestead already running a well pump, a stand-alone system sized past the outage window isn't a hypothetical — it's what a lot of rural Georgia households wished they had in the weeks after Helene.
