Montenegro replaced the building permit with a notification. You file a prijava građenja with the inspection body 15 days before work starts, and you have five years to finish. Wells, septic tanks and rooftop arrays up to 10 kW are auxiliary structures on the same 15-day notice. What ruins the payback arithmetic is the electricity price: under ten cents a kilowatt-hour.

The Law on Spatial Planning and Construction of Structures does away with the building permit for ordinary buildings.
Article 91 provides that the investor builds on the basis of a prijava građenja and the prescribed documentation: a certified main design, the positive design-revision report, liability insurance for the designer and the reviewer, the contractor and professional-supervision contracts, and proof of title or another right to build.
Article 92 requires that notification to be filed with the competent inspection body at least 15 days before construction starts, and it is published on the body’s website within one day. Article 93 gives the investor five years from the date of notification to finish the building. It is a fast route and it is also a public one: the filing is the record that you built legally.

The well, the septic tank and the array are one tier down
Auxiliary structures get their own chapter and it is a generous one.
Article 119 lists as auxiliary structures those serving a residential or business building — garages, stores, septic tanks, wells, fences, boundary markings and retaining walls — along with farm buildings on an agricultural holding, and at point 5, photovoltaic panels producing electricity from renewable sources with a capacity up to 10 kW on the roof of the main or of another auxiliary building.
Article 120 puts all of them on a notification with two documents: proof of title, and technical documentation drawn to the urban-technical conditions, which may be a type design. That filing also goes in 15 days before work starts, to the local inspection body. So the borehole, the septic tank and the array follow the same procedure as the house itself, one tier down, and 10 kW is the effective domestic ceiling for the simple route.

The electrical sign-off a stand-alone system still needs
On the network side the requirement is explicit. CEDIS, the distribution operator, requires the customer to submit a report — an izvještaj, or stručni nalaz — from an authorised organisation, confirming that the customer’s installations meet the technical safety conditions protecting people and property, within seven days of connection. Fail to produce it and the supply is suspended.
That obligation is attached to the connection, so an island system never triggers it. Commission the report anyway. It is the only independent document that exists on a Montenegrin domestic electrical installation, and on a house with no meter it is the only evidence the wiring was ever examined by anyone other than the person paid to install it.

The sun you actually get
PVGIS puts a 1 kWp array at optimum tilt — 37 degrees, facing south — at Podgorica at 1,411 kWh a year from 1,841 kWh per square metre of in-plane irradiation, which is 5.04 peak sun hours a day on annual average. December delivers 3.00 peak sun hours and 77 kWh for the month, against 6.48 and 143 kWh in June.
For a 10 kWh-a-day house at a 0.75 derate that is about 2.6 kWp sized on the annual average and about 4.4 kWp sized on December — both comfortably inside the 10 kW auxiliary-structure ceiling. Steepening to 60 degrees lifts December to 3.41 peak sun hours for about 6% of the year, and mountain sites will read lower than Podgorica because of the horizon rather than the latitude.

What a build costs, and what is not published
No Montenegrin off-grid cost band is published. The installer base is small, the domestic solar market is young, and there is no trade body publishing installed prices per kWp the way the Netherlands and Poland do.
What the law and the tariff do give you is the shape of a sensible build: an array at or under the 10 kW auxiliary-structure ceiling, storage sized on a December yielding 77 kWh per kWp for the month, and no expectation of a payback. Household electricity at €0.0998 per kWh in the second half of 2025 is the cheapest in this set, so the money case for displacing it does not exist.

The catch: off-grid removes your own paper trail
Article 72a of the Act bars connecting to infrastructure any site or building on which works are carried out, or which was built, without a filed notification and the prescribed documentation. The connection is the state’s lever over unpermitted building, and going off-grid takes that lever away. It also takes away your evidence.
Article 152, on legalising unpermitted buildings, lists what may prove when a building was constructed: proof of connection to the electricity network, an electricity bill or proof of paying one, proof of connection to the water or sewer network, a water bill, or a property-tax assessment or payment.
An off-grid house generates almost none of that. If you build in Montenegro without a meter, file the prijava građenja and keep the property-tax receipts, because that is the whole file you will ever have.

Does Montenegro still issue building permits?
Not for ordinary buildings.
Under article 91 of the Law on Spatial Planning and Construction of Structures the investor builds on a prijava građenja plus prescribed documentation — certified main design, positive revision report, designer and reviewer insurance, contractor and supervision contracts and proof of title.
Article 92 requires it to be filed at least 15 days before work starts, and article 93 gives five years to complete.
Do I need permission for a rooftop array in Montenegro?
