Utah reads like an easy off-grid state from a distance. Empty country in every direction, sun most days of the year, and a culture with deep roots in storing food and water. The regulation runs the opposite way. Utah is one of the few states where the residential construction code is adopted by the Legislature itself and binds every city, town and county at the same moment, with no option for a rural county to sit it out. Water is tighter than the map suggests too: all of it is public property, and a household well needs an approved application from the State Engineer before the drill rig turns a wheel.

Why Utah Is a Code State With a Desert's Reputation
Three things stack here, the same three that decide every state in this series. Land: USDA NASS's 2025 survey puts Utah farm real estate at $3,500 an acre, up 6.1% in a year, with pasture at $1,900 and non-irrigated cropland at $2,090 — workable, though Utah pasture runs more than double Montana's and roughly triple New Mexico's. The reason is supply: the Bureau of Land Management alone manages nearly 22.8 million acres here, about 42% of the state, before national forest, tribal and state trust land are counted. Law: the State Construction Code is adopted by the Legislature and, in the statute's own words, is what “the state and each political subdivision of the state shall follow” (Utah Code § 15A-1-204) — currently the 2021 International Residential Code, the 2023 National Electrical Code and 2024 editions of the building, plumbing, mechanical, fuel gas and energy codes. Water: appropriation goes through the State Engineer, an application is required before construction of a well begins, and catching rain off your own roof is legal only inside statutory limits.

The Sun You Actually Get — and What the Inversion Does to December
“Peak sun hours” (PSH) is the number that sizes an array — the equivalent hours per day of full 1,000 W/m² sun once cloud, season and angle are baked in. Utah's annual resource is genuinely good, running about 5.4 on the northern valley floors to 6.2 in Washington County at latitude tilt. December is where the state splits in half. The northern valleys spend long stretches of midwinter under a cold-air pool with fog and haze sitting on top, and it shows: a flat surface in Salt Lake City collects 1.89 kWh/m² a day in December against a 4.87 annual average, 39% of the year-round figure, while St. George holds 45%. Steep tilt recovers a large slice of that, which is why winter racking angles here run past the annual optimum. Rule of thumb: array kW ≈ daily load (kWh) ÷ (peak sun hours × 0.78) — the 0.78 covers inverter loss, wiring, temperature derate and soiling.

What's Actually Regulated Here (More Than You'd Hope)
The permitting question in Utah has one statewide answer:
- The code applies everywhere. The Legislature adopts the State Construction Code and every political subdivision follows it. Permits and inspections come from the compliance agency with jurisdiction, usually the county building department, which carries enforcement under Utah Code § 15A-1-207.
- Local rules are a ceiling rather than a floor. Since December 1, 2016, no political subdivision may enforce a requirement more restrictive than the State Construction Code on a subject the code already addresses (§ 15A-1-204(8)). What varies county to county is zoning, setbacks, access standards and septic siting.
- Building it yourself is allowed. Utah's contractor licensing law exempts a sole owner building no more than one residential structure a year, and three in five years, for their own noncommercial use (§ 58-55-305(1)(d)), plus incidental sheds, carports and garages. The license is waived; the permit is not.
- Your PV and battery system is electrical work by statute. Utah's statewide IRC amendments list solar photovoltaic systems, energy storage systems, generators, stationary standby batteries and interconnected power production sources among the equipment governed by NFPA 70 — the 2023 National Electrical Code under Utah's adoption. - Water and waste run on separate tracks. A well needs an approved application from the State Engineer and a licensed driller, who files a report within 30 days of completion (§ 73-3-25). Onsite wastewater is your local health department's jurisdiction under the Water Quality Act and Utah Administrative Code R317-4, with graywater for subsurface irrigation under R317-401.
- Snow load is written into the statute. Utah replaced the IRC's snow map with its own table: 21 lb/ft² at St. George and Moab, 28 at Salt Lake City, 43 at Logan, 60 at Heber City, 67 at Monticello. That prices your racking before you call an installer.

Utah Code § 15A-1-204
This is the real off-grid gate in Utah, and it is the building code. Section 15A-1-204(1)(a) defines the State Construction Code as the construction codes “that the state and each political subdivision of the state shall follow,” and subsection (1)(b) requires compliance whenever new construction is involved. Nothing in the section lets a county decline. Read with § 15A-2-103, which incorporates the 2021 IRC and the 2023 National Electrical Code, it means a house on raw land in the emptiest corner of the state is held to the standard that applies in a Salt Lake suburb.
The same section stops a county going the other way. Subsection (8) bars any political subdivision from enforcing a rule that covers a subject the code specifically addresses and is more restrictive than it, outside a short list of exceptions: federal law, rules limited to government-owned facilities, and requirements in force before July 1, 2015 backed by substantial evidence of a risk of imminent injury. For an owner-builder that means predictability. The standard your inspector applies in San Juan County is the standard in Davis County, and neither is free to invent a tougher one for a solar-powered house.
The exemptions are narrow and worth knowing precisely. Subsection (11) exempts a structure used solely for agricultural use and not for human occupancy, pulled back again on small parcels inside a city or a platted subdivision. Subsection (12) exempts what the code calls a remote yurt, and the definition at § 15A-1-202(17) is tight: a membrane-covered frame structure of 710 square feet or less that is never used as a permanent residence, standing on unincorporated county land that is unzoned for residential, commercial, industrial or agricultural use, with no plumbing and no electricity, at least 300 feet back from any river, stream, lake or other body of water, and registered with the local health department. Meet all of it and the structure sits outside the code and its permits, and under § 19-5-125 outside onsite wastewater jurisdiction too, provided occupants use a backcountry waste containment system and carry it out. A county may adopt an ordinance pulling yurts back under the code, and the fire code and wastewater jurisdiction return with it.
The consequence people get wrong: shopping for a no-permit county the way you would in Alabama or Colorado. There isn't one in Utah, and a listing that implies otherwise is selling a zoning fact dressed up as a code fact. Budget for the permit and for inspections, including the electrical inspection on the array and battery bank.

What an Off-Grid Build Costs in Utah in 2026

Utah splits by latitude and altitude: a Washington County or Grand County build lands in the lower half of its band on 21 lb/ft² snow load and 4.3–4.5 December sun hours, while the Wasatch Front north, and high country like Monticello at 67 lb/ft², sits in the upper half on heavier racking, more battery days and a bigger array for the same load. The Real Utah Angle: Cheap Grid Power, Downslope Wind and Distance
Utah's grid is one of the cheaper ones in the country. Residential customers paid 12.96 cents a kilowatt-hour in May 2026 against a US average of 18.44, so off-grid rarely wins against a meter that already exists at the property line. The case is distance. With the BLM holding 42% of the state, a private parcel is often a pocket inside public land reached by a road no utility has reason to follow.
Exposure is the other half. Utah's signature grid event is downslope wind, when a pressure gradient dumps air off the Wasatch onto the valleys below. On December 1, 2011, gusts hit 102 mph in Centerville and 92 in West Bountiful, and NOAA logs $82 million in property damage for the northern Wasatch Front alone. On September 8, 2020, an out-of-season event peaked at 99 mph on US-89 at Park Lane and, in the National Centers for Environmental Information's own words, “over 180,000 power outages were reported along the Wasatch Front, with some locations taking days to around a week to have power restored due to the extensive damage.” A rural parcel east of the valley floor sits in the same wind as the suburb that went a week without power.
Do I need a building permit for an off-grid home in Utah?
Yes, everywhere. Utah Code § 15A-1-204 makes the State Construction Code what the state and each political subdivision shall follow, so there is no Utah county where a dwelling can be built outside the residential code. You can still act as your own builder: § 58-55-305(1)(d) exempts a sole owner from contractor licensing for one residential structure a year, up to three in five years, for their own noncommercial use. That waives the license rather than the permit, and the permit form records that you applied as an owner-builder.
Can I drill a well or collect rainwater in Utah without a permit?
No on the well. All water in Utah is public, and § 73-3-2 requires an approved application to the State Engineer before construction of a well begins, with no household exemption. Section 73-3-5.6 offers a streamlined “small amount of water” path sized to one residence, a quarter acre of irrigable land and ten cattle, and the drilling must be done by a licensed driller who files a report within 30 days. Rainwater is legal within limits under § 73-3-1.5: up to 2,500 gallons once you register with the state engineer, or two covered containers of 100 gallons each without registering. Captured rain never becomes a water right.
Is there enough sun in Utah for off-grid solar?
Annually, yes — roughly 5.4 peak sun hours a day on the northern valley floors and about 6.2 in the southwest at latitude tilt. December is where the state divides. Cold-air pools and haze park over the northern valleys for days at a time, and flat-plate collection in Salt Lake City falls to 39% of its annual average in December, against 45% at St. George. Steep winter racking recovers much of that, though a build near Logan still needs roughly a third more array than the same house near St. George.
What is a “remote yurt” and does it really skip the code?
It is a real statutory exemption with tight edges: a membrane-covered frame structure under 710 square feet that is never a permanent residence, on unzoned unincorporated land, with no plumbing and no electricity, 300 feet back from water, and registered with the local health department (§ 15A-1-202(17)). Meet every condition and § 15A-1-204(12) puts it outside the code and its permits, while § 19-5-125 puts it outside onsite wastewater jurisdiction as long as occupants carry waste out. A county can bring yurts back under the code by ordinance, and the no-plumbing, no-electricity conditions make this a backcountry shelter rather than a house.
None of this changes whether off-grid makes sense on your specific parcel — it changes what to check before you sign anything. Confirm the county's zoning and access rules rather than hunting for a code exemption that doesn't exist, get your water plan past the State Engineer before assuming a well is available on that ground, and size the array on your region's real December number with the statutory snow load already in the racking quote.
