Why Idaho Is the Off-Grid Value Play of the Mountain West

Three things stack here. Land: Idaho pastureland averaged $2,400 an acre in 2025 (USDA NASS Land Values 2025 Summary — up 3.9% on the year), with non-irrigated cropland close behind at $2,530 and irrigated ground far higher at $9,290, so unimproved rural acreage is genuinely affordable next to the coasts. Law: the state has an adopted building code, but outside city limits it only applies where the county has actually chosen to adopt and enforce it — Idaho County's own government is explicit that "the only building requirements in Idaho County for properties outside of city limits or city 'areas of impact' are State requirements," which for most rural parcels there means no general building permit at all. Water: domestic use up to 13,000 gallons a day needs no state water-right permit (Idaho Code §§ 42-111, 42-227), and rainwater harvesting carries no state restriction beyond not impairing someone else's existing water right. The Sun You Actually Get — and Idaho's Real North-South Split

"Peak sun hours" (PSH) is the number that sizes an array — the equivalent hours per day of full 1,000 W/m² sun once cloud, season and angle are baked in. Idaho's statewide annual average lands around 4.9, which sounds like a single, workable number until you notice the state's dividing line runs north-south, not east-west: the Panhandle sits under a much cloudier winter sky than the Snake River Plain does. Whichever half you're on, size the array on the December row, not the annual figure, and let a generator or extra battery days cover the worst stretch. Rule of thumb: array kW ≈ daily load (kWh) ÷ (peak sun hours × 0.78) — the 0.78 covers inverter loss, wiring, temperature derate and soiling.

The south's compensation is real: clear, cold high-desert air makes panels run more efficiently per hour of sun than the same panel in summer heat, and steep racking sheds snow instead of burying itself under it.

What's Actually Regulated Here (Shorter List Than You'd Think)

The permitting question in Idaho is county-by-county outside the cities, but the pattern is consistent:

  • Inside a city or a county that adopted the code? Then the state-adopted building code applies through your local building department and you pull permits like anywhere else.
  • Rural county that hasn't taken up enforcement? More common than you'd expect — Idaho County is the clearest example, stating outright that no county building permit applies outside city limits or a city's area of impact. Check your specific county before assuming either way; adoption is a local choice, not a statewide default.
  • Electrical and plumbing are the statewide exception. Wiring and plumbing work is licensed and permitted through the state (Idaho's Division of Occupational and Professional Licenses) regardless of whether the county has adopted a building code — a homeowner can pull a permit and do their own work on a primary or secondary residence, but it still gets inspected.
  • Water and septic. A domestic well under 13,000 gallons a day needs no water-right permit, but the well itself still needs a construction permit through the Idaho Department of Water Resources and must be drilled by a licensed water well contractor. Septic runs through one of Idaho's seven regional public health districts under state rules (IDAPA 58.01.03) — plan on that permit and inspection everywhere.
  • Floodplain. Counties participating in the National Flood Insurance Program regulate building in mapped floodplains — worth checking if a parcel sits near the Snake, Clearwater, or another mapped river.

Idaho Code § 54-1016

Idaho Code § 54-1016 is the exemptions section of Idaho's electrical contractors law (Title 54, Chapter 10), and it's what actually lets an Idaho landowner wire their own off-grid system without hiring a licensed electrical contractor. It excuses a property owner doing noncommercial electrical work on their own primary or secondary residence, outbuildings, and the land under them from the chapter's licensing requirement. The one carve-out that matters for solar: a homeowner's renewable power installation that connects to the community power grid has to go through a local "preplan review" before the permit is even purchased — a step the statute doesn't impose on a system that never ties into the grid.

For someone actually building off-grid, that split matters more than the county building-code question does. Idaho's electrical permitting runs through the state — the Idaho Division of Occupational and Professional Licenses, under the companion permitting section Idaho Code § 54-1005 — not through the county, so it applies the same way whether or not your county has adopted a building code at all. Being your own electrician under § 54-1016 exempts you from hiring a licensed contractor to wire your own array, battery bank, and inverter; it doesn't exempt you from pulling an electrical permit or passing inspection before that work is energized. Idaho's electrical program runs the two cases on different tracks: a grid-connected system goes through the fuller plans-review permit that § 54-1016's preplan-review language triggers, while a stand-alone, non-grid-connected system goes through a standard electrical installation permit instead.

The mistake people make: hearing that most Idaho counties never adopted a building code and assuming an off-grid system needs no permit at all. It's the electrical work, not the structure, that's actually gated statewide — the wiring, the inverter, and the battery bank still need an electrical permit and a passed inspection under § 54-1005, county code or not. Staying fully off the community grid does simplify the process: skip that connection and you skip the preplan-review layer § 54-1016 adds for grid-tied systems. It doesn't skip the base electrical permit itself.

The Wildfire-Grid Angle: Why Being Connected Doesn't Mean Being On

Idaho's grid isn't the villain of this story in the way it is in states with rolling blackouts — Idaho Power and Avista both lean on Snake River and Pacific Northwest hydro for a large share of what they deliver. The real driver here is terrain and timber: a lot of rural Idaho parcels sit well back in mountainous, forested country, and a line extension across that ground is commonly quoted in the tens of thousands of dollars before a single panel gets bought. It cuts the other way too. Idaho Power stood up a formal wildfire mitigation and public safety power shutoff (PSPS) program in 2022 and, on July 24, 2024, called its first actual shutoff — wind gusts to roughly 60 mph combined with elevated fire risk cut power to parts of Ada and Canyon counties, including the Boise foothills and Barber Valley, as a deliberate precaution rather than storm damage. That's the wrinkle worth sitting with: in fire-prone rural terrain, being grid-tied doesn't guarantee power on the exact days — hot, dry, windy — that a home most needs it, which is why battery backup is showing up even on properties that have no intention of leaving the grid.

Do I need a building permit for an off-grid home in Idaho?
