Off-Grid in Romania: Rules, Sun & What a Build Costs

Romania is the cheap-land case, and the cheapness is real — Eurostat put arable land at €8,700 a hectare in 2024 against €15,224 across the European Union. What decides the project is not the price but the classification of the parcel, because most of what sells at that price is legally unbuildable until a plan changes. The grid you are choosing against also got a great deal more expensive in one step.

Whether you can build is a question about the plan, not the deed

Law 50/1991 on authorising the execution of construction works is the governing act, and Article 2(2) is the whole story: a building authorisation is issued in accordance with urbanism documentation that has been endorsed and approved as the law requires. Where the general urban plan does not put your parcel inside the buildable perimeter, there is nothing for an authorisation to be issued against.

The first document you buy is the certificat de urbanism. Article 6(1) makes it an act of information: it states the legal, economic and technical regime of the land, the urbanistic requirements the site carries, and the list of approvals authorisation will need.

It grants nothing — it tells you which position you are in. Land outside the built perimeter is extravilan, inside it intravilan; crossing that line runs through a zonal urban plan, a PUZ, after which the land is withdrawn from the agricultural circuit.

The electrician has to be ANRE-authorised

Romania regulates the person as well as the paperwork. The regulation approved by ANRE Order 11 of 13 March 2013, as amended, governs the authorisation of electricians, design verifiers and technical managers for electrical installations, in grades I to IV, with a type A authorisation for design and type B for execution at grades II to IV.

The practical question is narrower: does the firm hold a current ANRE attestation for the work it is about to do. Every national grant line for household solar pays out only against an ANRE-attested company, and those lines are built around prosumer status — a connected system. A stand-alone build sits outside the grant and inside the competence requirement.

The sun you actually get

PVGIS, on the SARAH2 series for 2005 to 2020, gives Craiova in the southern plain 4.57 peak sun hours a day across the year at its optimal tilt of 36 degrees and 2.07 in December. Cluj-Napoca, at 38 degrees, runs 4.15 and 1.75.

In output that is 54.6 kWh from one kilowatt-peak across the whole of December at Craiova against 153.7 kWh in July. A 12 kWh-a-day load wants about 3.4 kWp on the annual average and about 7.4 kWp if December carries the same load, at a 0.78 derate. The gap between those two figures is why Romanian builds pair a modest array with wood heat.

What a build costs, and the price you are buying out of

The grid price moved a long way in one step. Eurostat records Romanian household electricity on the 2,500 to 4,999 kWh band, all taxes in, at €0.1918 per kWh in the first half of 2025 and €0.2893 in the second, after the capped-price scheme under Emergency Ordinance 6/2025 ended on 1 July 2025 — from one of Europe’s cheaper markets to the European average of €0.2896 in six months.

No official installed-cost band is published for stand-alone systems here. Hardware pricing is: a Romanian market survey dated April 2026 puts complete grid-tied systems at 5,200–5,600 lei per kW at 3 kW and 2,200–3,550 lei per kW at 10 kW, with lithium storage between roughly 630 and 2,500 lei per kWh by brand. Off-grid adds the bank, a hybrid inverter and the sign-off.

Water: the 0.2 litres-a-second rule

The Water Law, Law 107/1996, treats small household abstraction as free use. Article 9(2) allows surface or groundwater for drinking, watering, irrigation, washing, bathing and other household purposes without a water-management authorisation, where no installations are used or the abstracted flow does not exceed 0.2 litres a second, and only for one’s own household.

That is roughly 17 cubic metres a day, well above what a house consumes. The threshold bites when the well feeds something else — irrigation at scale, livestock, a second dwelling — which is the point at which the abstraction enters the authorisation regime.

The catch

The catch is sequencing. A plot an ordinary buyer can pay for outright is usually extravilan, so the purchase is the easy half and the PUZ is the project. Price that process before the money moves and get the urbanism certificate in hand before signature: it is the cheapest document in the sequence and the only one that tells the truth about the parcel.

The other half is access and title. A parcel with no recorded right of way to a public road, or an inheritance chain never registered, will pass every solar and water test you run on it and still never become a legal address.

Common questions

Is it legal to live off-grid in Romania?

Yes on the electrical side, provided the installation is executed by an ANRE-authorised electrician working for an ANRE-attested firm. Whether you can live there at all is decided by the building authorisation under Law 50/1991, which can only be issued in accordance with approved urbanism documentation for that parcel — disconnection from the network does not answer that question.

Do I need permission to sink a well?

Not for ordinary household use. Article 9(2) of the Water Law allows free use of surface or groundwater for household needs where no installations are used or the abstracted flow stays at or below 0.2 litres a second, and only for your own household. Above that threshold you are into the water-management authorisation.

How much array does a Romanian off-grid house need?

Do the Romanian solar grants cover an off-grid system?
