Why Wyoming Is a Genuine Off-Grid Contender
Three things stack here. Land: Wyoming pastureland averaged $740 an acre and cropland $1,960 an acre in the USDA's 2024 survey (non-irrigated cropland ran close to pasture at about $1,090), putting workable rural ground among the cheapest in the Mountain West. Law: there is no statewide mandatory building code for private residences — adoption is entirely local, and something like half the state's 23 counties, including Fremont, Johnson, Weston, Niobrara, Crook, Converse, Goshen and Washakie, have never adopted one for unincorporated land, while six counties (among them Bighorn, Johnson and Fremont) have no countywide zoning at all. Water: a domestic well isn't permit-free, but it's about as close to it as a real permit gets — a flat $50 fee, capped at 25 gallons a minute, granted "as a matter of course" by the State Engineer's Office once a licensed driller is on the job. Add a 2015 change to state water law that lets you collect rooftop rainwater for outdoor, non-potable use without a separate water-right permit, and Wyoming clears more real bureaucratic friction than most states its size.

The Sun You Actually Get — and Where in the State You Get It
"Peak sun hours" (PSH) is the number that sizes an array — the equivalent hours per day of full 1,000 W/m² sun once cloud and season are baked in. Wyoming's picture is genuinely regional: the high plains in the southeast and the high desert basins in the southwest hold up well even in December, while the mountain valleys in the northwest lose the sun for weeks behind terrain and cloud. An off-grid system built to stand alone in midwinter gets sized on the December row for its own region, not a statewide average. Rule of thumb: array kW ≈ daily load (kWh) ÷ (peak sun hours × 0.78) — the 0.78 covers inverter loss, wiring, temperature derate and soiling.

What's Actually Regulated Here (Shorter List Than You'd Think)
The permitting question in Wyoming is jurisdiction-by-jurisdiction, but the pattern is consistent:
- Inside a city or county that adopted a code? Places like Natrona County (Casper), Laramie County (Cheyenne), Sheridan, Sublette, Uinta, Sweetwater, Campbell County (Gillette) and Teton County (Jackson) run real building departments with adopted codes, plan review and inspections.
- Rural county that never adopted one? Common on open range — counties including Fremont, Johnson, Weston, Niobrara, Crook, Converse, Goshen and Washakie issue no general building permit for a house or a ground-mount array on unincorporated land. Zoning is a separate question: six of the state's 23 counties have no countywide zoning at all, and where zoning does exist it mostly governs subdivisions and setbacks, not remote acreage.
- Electrical is the statewide exception. The Wyoming Department of Fire Prevention & Electrical Safety enforces the National Electrical Code everywhere in the state — a wiring permit (around $50) and inspection apply to a new off-grid installation even on land with no building code. State law lets an owner wire their own non-resale home themselves, but the permit and inspection still apply.
- Water well. A domestic or stock well needs a permit from the State Engineer's Office (Form U.W. 5, $50, capped at 25 gallons a minute) that's routinely granted; a state-licensed driller does the work and files a completion report within 30 days. Collecting rooftop rainwater for outdoor, non-potable use has been legal without a separate permit since a 2015 change to state water law.
- Septic. Effectively universal — permitted through your county health or planning department in most of the state, or directly through the Wyoming DEQ in Campbell, Carbon, Niobrara, Platte and Weston counties.

Wyoming Statutes § 35-9-120
This is the one Wyoming statute every off-grid builder answers to, no matter which county the land sits in. It puts “the installation of electric equipment in or on buildings, mobile homes and premises” under the National Electrical Code statewide, and separately requires an electrical wiring permit — $50, issued by the chief electrical inspector or a local authority that has taken over enforcement — before anyone installs electrical equipment in new construction, with a right to inspection within five business days of a request.
For someone building off-grid on rural land, this is the real gate, not the county building permit. Roughly half of Wyoming’s 23 counties have never adopted a building code, so on that unincorporated land there may be no plan review and no building inspector at all — but § 35-9-120 still applies, because it’s state law, not a local adoption. It’s triggered by new construction itself, not by a utility hookup: a stand-alone solar-and-battery system wired into a new off-grid home needs the permit and a code-compliant installation whether or not a power line ever reaches the property. A companion section, § 35-9-123, lets a property owner (where the property isn’t for immediate resale) or anyone on a farm or ranch of 40 or more deeded acres wire the installation themselves without hiring a licensed electrician — but that exception only waives who does the labor; the wiring permit and the inspection still apply either way.
The practical mistake: treating “no county building code” as “no electrical oversight.” They’re not the same thing in Wyoming. A parcel in a county with no adopted building code can still fail a state electrical inspection, and an uninspected off-grid electrical system leaves an owner without the sign-off an insurer or a future buyer will ask for.

What an Off-Grid Build Costs in Wyoming in 2026

Wide-Open Grid, Wide-Open Wind: Wyoming's Real Off-Grid Math
Wyoming's grid isn't fragile in the way people assume — the state is one of the country's largest net exporters of electricity, sitting on huge coal and gas generation plus over half of the nation's best-quality (Class 6–7) wind resource in the Lower 48. The reason people go off-grid here is distance: Wyoming's rural electric cooperatives price line extensions by the foot, and it adds up fast. Pioneer Electric, one Wyoming co-op, quotes single-phase overhead extensions at $6.50 a foot (roughly $34,000 a mile) and underground at $10 a foot (roughly $53,000 a mile) — before a single panel is bought. And the same sparse, high-voltage backbone that makes a grid connection expensive to reach can also fail all at once: on November 13, 2025, two tripped 500 kV transmission lines near Medicine Bow set off a cascading voltage event that cut power to roughly 95,000–100,000 customers across the state, from Casper to the Black Hills, in a single afternoon. None of that is a reason to fear the grid where you can reach it cheaply — it's a reason to run the actual line-extension quote against the actual off-grid quote before deciding, and to treat Wyoming's wind, not just its sun, as part of the design from day one.

Often, yes. Wyoming cooperatives price extensions by the foot — commonly $6.50–$10 depending on overhead or underground construction, or roughly $34,000–$53,000 a mile before any equipment. Against a remote parcel with a quarter-mile or more to the nearest line, a full off-grid system is frequently competitive from day one; against a lot next to an existing line, it usually isn't.
None of this changes whether off-grid makes sense on your specific parcel — it changes what to check before you sign anything.
