Land: the state's own 2026 survey put pasture and rangeland at $1,994 an acre statewide — up nearly 16% from $1,720 the year before — but the two West River regions where most of that ground actually sits, Northwest and Southwest, averaged just $1,217 and $1,471 an acre; non-irrigated cropland ran $6,268. Law: South Dakota doesn't mandate zoning or a building code at the county level — state law leaves adoption of construction standards up to the local government, and counties including Custer, Fall River and Oglala Lakota have no countywide zoning ordinance in place at all. Water: the Department of Agriculture and Natural Resources (DANR) exempts ordinary household use from its water-right permit system entirely up to 25,920 gallons a day — about 18 gallons a minute run continuously, far beyond anything a home will draw — and rainwater harvesting carries no state restriction either.

The Sun You Actually Get — Sized for December, Not June
"Peak sun hours" (PSH) is the number that sizes an array — the equivalent hours per day of full 1,000 W/m² sun once cloud and season are baked in. South Dakota's statewide annual average is workable, roughly 4.6–5.0 depending on where you stand, and the NREL-anchored figure for the Sioux Falls area runs about 4.9 a year and drops to roughly 2.5 in December — close to half the annual number, which is the one that actually has to size the array. Unlike North Dakota or Nebraska, South Dakota doesn't show a sharp west-to-east solar gradient: the Black Hills generate enough of their own cloud and snow that "higher and drier means sunnier" only partly holds here, so the western high plains and the eastern half of the state land in a similar band rather than a dramatic split. Rule of thumb: array kW ≈ daily load (kWh) ÷ (peak sun hours × 0.78) — the 0.78 covers inverter loss, wiring, temperature derate and soiling.

In practice, most South Dakota systems pair a summer-rational array with generator or propane-fired backup hours in December rather than building to the full winter number outright. What's Actually Regulated Here (Shorter List Than You'd Think)
The permitting question in South Dakota is county-by-county, but the pattern is consistent:
- Inside a city, or a county that's adopted zoning and a code? Then normal permitting applies. State law leaves the decision to the local government, but where a South Dakota city or county does adopt construction standards, it's required to comply with the International Building Code.
- Rural county with no zoning ordinance at all? Genuinely common west of the Missouri River — Custer, Fall River, Oglala Lakota and a number of other counties have no countywide zoning, which in practice means no general building permit to pull for a house or a ground-mount array outside city limits. Confirm with the county first; some still regulate floodplains or setbacks even without full zoning.
- Electrical is the statewide exception. The South Dakota Electrical Commission licenses every electrician and inspects wiring installations statewide, zoning or no zoning — budget for that inspection on any off-grid build regardless of what the county requires for the structure itself.
- Water and septic. A domestic well is exempt from DANR's water-right permit up to 25,920 gallons a day (about 18 gallons a minute) or a 25 gallon-per-minute peak pump rate, but it still has to be drilled by a state-licensed well driller. Septic runs through the county — South Dakota requires state-certified installers for individual on-site systems, but the health permit itself is issued locally, and anything beyond a conventional household system needs DANR sign-off directly.
- Floodplain. Counties in the National Flood Insurance Program regulate mapped floodplains — worth checking specifically along the Missouri and James River valleys.

South Dakota Codified Laws § 36-16-15
Section 36-16-15 is the actual gate for anyone planning to wire their own off-grid system in South Dakota, and it cuts a different way than people assume. It exempts an owner from needing an electrician's license to install wiring in or on the person's own residence, the person's own farmstead, a single-family home under construction that the owner intends to occupy, or private non-habitable property the owner isn't using in a trade or business — which covers most rural off-grid builds in the state. But the same section immediately narrows that: any entrance installation over sixty amperes, any circuit, or the installation of electrical parts of other apparatus “shall be subject to inspection and payment of an inspection fee,” and failing to report that work is a Class 2 misdemeanor.
For a rural off-grid build, the practical reading is: you personally can do the wiring without hiring a licensed electrician, but you can't do it without the state ever finding out. An owner wiring under this exemption still has to secure a wiring permit — from the State Electrical Commission office, the power supplier, or a state electrical inspector — and get the entrance and circuits inspected once the install crosses the sixty-amp line, which almost any full-time off-grid inverter-and-battery system will; a small seasonal cabin setup might stay under it. That runs on the commission's own track regardless of whether the county next door has zoning and a building code or has none at all.
The consequence people get wrong: reading “no license required” as “no permit or inspection required.” They aren't the same thing under this statute — the exemption is only from hiring a licensed electrician, not from the wiring permit and inspection step. Skip that step on a real off-grid service entrance and the installation isn't quietly grandfathered in; it's unreported work, which is exactly what the misdemeanor provision targets, and it's the kind of gap a lender, insurer, or later buyer tends to find at the worst possible time.

The Split-Grid Angle: Why West River Weather Is a Real Design Input
South Dakota's power grid is not one system — it's two. Black Hills Energy, which serves Rapid City and the rest of the western part of the state, sits on the Western Interconnection, sharing transmission infrastructure with Wyoming and Nebraska; the rest of South Dakota runs on the separate Eastern Interconnection, split between the Midcontinent Independent System Operator (MISO) and the Southwest Power Pool. The two sides aren't synchronized, so a cascading failure on one has no direct path to the other — which sounds like an abstraction until you look at what the western side has already lived through. Between October 3 and 5, 2013, an unusually early storm since named Atlas dropped more than three feet of snow across western South Dakota and the Black Hills, cutting power to an estimated 25,000 people. It also killed tens of thousands of cattle — by state industry estimates, as much as 15 to 20 percent of South Dakota's cattle — largely because it landed before ranchers had moved animals to winter shelter. None of that changes the grid math directly, but it's the concrete version of the abstract point: the same western counties carrying the state's cheapest land and its lightest permitting are also running their own grid, in their own weather, with a real, dated example of both giving out at once.
