Off-Grid in Louisiana: Land, Permits, Solar & Cost

Louisiana is the state in this series where the off-grid rulebook is written at the capitol rather than the parish courthouse. Since 2005 a single construction code has covered the whole state, and no parish gets to sit it out — the law obliges every parish to put its unincorporated area under a certified building official. That makes Louisiana the opposite of neighboring Alabama, where whole rural counties enforce nothing. What the state gives back is sun that barely moves through the year: December runs about three-quarters of the annual average, so the array sized for midwinter is close to the array you would have built anyway. And the reason people here start pricing batteries comes with a list of dates on it.

Why Louisiana Reads Differently From Its Neighbors

Three things stack here, the same three that decide every state in this series. Land: USDA NASS put Louisiana farm real estate at $3,850 an acre in its August 2025 survey, against a national average of $4,350, with cropland at $3,570 and pasture at $3,490 — workable money for acreage. Law: the Louisiana State Uniform Construction Code binds the entire state. It came out of Act 12 of the 2005 First Extraordinary Session, the legislature's answer to Katrina and Rita, and it adopts the 2021 International Residential Code and the 2020 National Electrical Code by reference. Water: a household well needs no advance permit, though a state-licensed contractor has to drill it and the notification goes in within 60 days. Septic is the tighter one — no individual sewerage system may be installed or operated in Louisiana without a permit from the state health officer, issued before the work starts.

The Sun You Actually Get — Flat Across the Map and the Year

“Peak sun hours” (PSH) is the number that sizes an array — the equivalent hours per day of full 1,000 W/m² sun once cloud, season and angle are baked in. Louisiana's long-term station data is remarkable for how little it varies. On a south-facing array tilted at latitude, the annual figure runs 4.9 to 5.1 across the state and December lands near 3.6 to 3.7 almost everywhere, roughly 73% of the annual number. Shreveport and New Orleans sit 300 miles apart with December figures within a rounding error of each other. Rule of thumb: array kW ≈ daily load (kWh) ÷ (peak sun hours × 0.78) — the 0.78 covers inverter loss, wiring, temperature derate and soiling.

*Sized on the December row at latitude tilt, from NREL's 1961–1990 National Solar Radiation Data Base station records for Shreveport, Baton Rouge, Lake Charles and New Orleans. Because the winter dip is shallow, most Louisiana installers size straight to the December number rather than pairing a summer array with generator hours. Two things move the design at the margins. Variance: the weakest December in the 30-year Baton Rouge record came in at 2.8 against a 3.6 average, about 22% down, which is the case for battery days over more panels. Tilt: latitude-plus-15 racking lifts December output roughly 7% at these stations.

What's Actually Regulated Here

Louisiana's permitting question is answered at the state level first and the parish level second, the reverse of most states in this series:

  • One code, statewide, no opt-out. R.S. 40:1730.23(A) requires that all municipalities and parishes “shall enforce only the construction codes provided for in this Part,” and R.S. 40:1730.40(C) closes the last door: nothing in the home rule charter provisions lets a local government avoid the mandatory code.
  • Which code. The council has adopted the 2021 International Residential Code and, separately, the 2020 National Electrical Code (LAC Title 17, Part I, §§107 and 115) — the NEC being what your DC strings, combiners and battery wiring get inspected against.
  • Building it yourself. R.S. 37:2170 exempts an owner who supervises construction of their own personal residence from the contractor licensing law, one residence per year, the year running from occupancy. It waives the license and nothing else.
  • Camps and farm buildings. R.S. 40:1730.30 bars a parish from enforcing the code on a farm structure or a hunting or fishing camp. The conditions are strict — more on that below.
  • Flood is in the statute. R.S. 40:1730.30(C) applies the FEMA standards published for the National Flood Insurance Program to residential construction. On south Louisiana acreage the base flood elevation is often the first design constraint, ahead of the array.
  • Water and septic. A domestic well needs a state-licensed water well contractor and a notification filed within 60 days of completion, with no advance permit. An individual sewerage system needs a permit from the state health officer before installation, issued in two stages around an on-site inspection.

Louisiana Revised Statutes § 40:1730.25

This is the actual off-grid gate in Louisiana, and it is short enough to read in one breath. Section 40:1730.25 requires each parish and municipality to “appoint a council-certified building official or contract with other governmental entities or third parties as authorized in R.S. 40:1730.24 of this Part so that the unincorporated area of the parish is under the jurisdiction of a council-certified building official.” That clause removes the option other states leave open. In Alabama or Colorado, buying into a county with no building department is a documented strategy; Louisiana wrote the possibility out of its statute in 2005 and has not put it back.

On the ground it means the permit conversation happens on every parcel in the state. A small parish with no in-house department meets the requirement by contracting a certified third-party provider, so the office you deal with may be a private firm rather than a parish desk. One provision keeps it from turning into an engineering bill: under R.S. 40:1730.23(D)(1), no parish may require plans for a one- or two-family dwelling to be stamped by an architect or engineer where the design falls inside the IRC's prescriptive standards.

The consequence people get wrong is the camp exemption. R.S. 40:1730.30 genuinely does bar enforcement on farm structures and private outdoor recreational structures, and a hunting or fishing camp on rural acreage sounds exactly like an off-grid cabin. Read LAC Title 17, Part I, §503 before you plan around it. The structure has to be unused as a residence, unattached to one, off any residence's address and property, incapable of qualifying for a homestead exemption, non-commercial, outside municipal limits and outside an approved subdivision, with an affidavit filed into the parish conveyance records. The same rule defines a residence as a dwelling occupied for permanent living as opposed to temporary sojourn. Move in full time and the building becomes a residence by definition, the exemption goes with it, and the homestead exemption you would want on a primary home is itself disqualifying. The camp route works for a camp; it does not convert into a permanent home later without the permit you skipped.

What an Off-Grid Build Costs in Louisiana in 2026

What moves the mix is a mild winter against a hard coast. The winter pulls a build down: no snow load, no heated battery enclosure, no cold-rated cabling, and a shallow December dip that keeps the array and the bank modest. The coast pushes back up: wind-rated racking and roof attachment, elevated foundations where the FEMA base flood elevation governs, and the inspection fees that come with a code every parish enforces. Where Louisiana lands inside each band is a north-south question: north of the hurricane-prone wind zone, expect the lower half, since the shallow December and the absence of snow or altitude engineering strip out the adders that push northern states upward. South of it, expect the upper half, with wind-rated mounting and flood-elevation work doing the pushing. If the roof is part of the job, ask about the Louisiana Fortify Homes Program: under R.S. 22:1483.1 it grants up to $10,000 toward an IBHS FORTIFIED Roof retrofit on an owner-occupied home with a homestead exemption. The Real Louisiana Angle: A Grid That Keeps Getting Rebuilt

Louisiana's electricity is not unreliable in the ordinary sense. Entergy Louisiana, Cleco and the electric cooperatives that the Association of Louisiana Electric Cooperatives says serve roughly a million citizens across 50 of the state's 64 parishes run a normal service year most of the time. What sets the state apart is the size of the interruptions, and they come with names. Hurricane Laura made landfall as a category 4 near Cameron on August 27, 2020; the National Hurricane Center's report puts the total at about 568,000 power outages across Louisiana and Texas. Hurricane Ida came ashore near Port Fourchon on August 29, 2021 with 150 mph sustained winds, and Entergy Louisiana's own restoration reporting put customer outages at a peak of nearly 902,000. All eight high-voltage transmission lines feeding New Orleans went out, and the NHC report notes a large transmission tower collapsing on the Mississippi River west of the city. Parts of Lafourche, Terrebonne and lower Jefferson were still being reconnected at the end of September. Hurricane Francine, a category 2, landed in southeastern Louisiana on September 11, 2024 and cut power to approximately 500,000 residents across Louisiana, Mississippi and Alabama.

The state's answer is being built now, and it is expensive. On April 20, 2024 the Louisiana Public Service Commission approved phase one of Entergy Louisiana's grid resilience plan: roughly $1.9 billion over five years, about 2,100 projects, reinforcing approximately 69,000 structures. A hardened grid on a parcel that already has a pole at the road is a good deal. A long rural extension into a bayou parish that gets rebuilt after the next category 4 is where a battery-backed stand-alone system stops being a lifestyle choice and starts being arithmetic.

Do I need a building permit for an off-grid home in Louisiana?

Yes, everywhere in the state. R.S. 40:1730.23(A) requires every parish and municipality to enforce the state uniform code, and R.S. 40:1730.25 requires each parish to put its unincorporated area under a council-certified building official. Home rule charter parishes cannot avoid the mandatory provisions either. You can act as your own contractor under R.S. 37:2170, one residence per year, though that waives the license rather than the permit.

Does the hunting camp exemption let me build off-grid without a permit?

Only for an actual camp. R.S. 40:1730.30 stops a parish enforcing the code on a private outdoor recreational structure, and LAC Title 17, Part I, §503 sets out what that has to be: unused as a residence, incapable of qualifying for a homestead exemption, non-commercial, off any residence's property and outside both municipal limits and an approved subdivision, with an affidavit filed into the parish conveyance records. Living there full time makes it a residence and takes you back inside the code.

What are the well and septic rules for an off-grid property?

The well is the easier half. A domestic household well is an exempt well in Louisiana, with no advance permit, though Act 49 of 2003 requires a state-licensed water well contractor to drill it and a notification goes to the Department of Energy and Natural Resources within 60 days of completion. What deserves attention is a weak year: the poorest December in the 30-year Baton Rouge record ran about 22% below its own average.

None of this changes whether off-grid makes sense on your specific parcel — it changes what to check before you sign anything. Start the permit conversation with the parish before you buy, because no parish in Louisiana lets you skip it. Confirm the base flood elevation early, since it can reset the foundation budget.
