Off-Grid in the Netherlands: Rules, Sun & What a Build Costs

The Netherlands is the country where everyone will tell you off-grid is illegal and the government’s own guidance says otherwise. What is genuinely scarce here is capacity rather than permission: the connection queue and the end of net metering are both moving faster than the paperwork around them. December is what constrains the solar side — De Bilt gets 1.12 peak sun hours a day in December against 5.30 in June.

Whether you can legally live off-grid here

The technical building rules sit in the Besluit bouwwerken leefomgeving (Bbl), the half of the Omgevingswet that has been in force since 1 January 2024. The widely repeated claim that a Dutch dwelling must be connected to the electricity network is not in it.

The government’s own Informatiepunt Leefomgeving states that an electricity provision is not compulsory at all, and that where one exists the requirements of articles 4.199 and 3.106 Bbl apply to an installation fed by your own supply exactly as they apply to one fed by the distribution network.

What decides the matter is the omgevingsplan. Putting a dwelling on agricultural land, or on a parcel that carries no residential or recreational function, needs an omgevingsvergunning from the municipality, and in most municipalities it will not be granted. The electricity question is the easy half of a Dutch off-grid project. The land-use question is the one that stops it.

The electrical sign-off a stand-alone system still needs

There is no Dutch equivalent of the Spanish boletín — no single certificate a public authority collects for a domestic installation. The obligation runs through the building decree instead. Articles 4.199 (new build) and 3.106 (existing build) require an electricity provision to comply with NEN 1010, the Dutch low-voltage installation standard, and that requirement is written so that it binds an island system.

In practice the installer’s NEN 1010 inspection report is the document you keep, and the one your insurer, your lender and the next buyer will ask for. Nobody issues it on your behalf.

The sun you actually get

PVGIS puts a 1 kWp array at optimum tilt — 39 degrees, facing south — at De Bilt in Utrecht at 1,022 kWh a year, from 1,269 kWh per square metre of in-plane irradiation. That is 3.48 peak sun hours a day on annual average. December is the figure that decides the build: 1.12 peak sun hours a day, against 5.30 in June.

Size a 12 kWh-a-day house both ways. On the annual average, with a 0.75 off-grid derate, it needs about 4.6 kWp. Sized to carry December on solar alone it needs roughly 14 kWp, plus the battery to match. Steepening the array to 60 degrees lifts December from 1.12 to 1.26 peak sun hours and costs about 5% of the annual yield, which is a trade most Dutch island systems take.

What a build costs installed

The Dutch panel benchmark is unusually clean because Milieu Centraal publishes it: €0.87 per Wp installed in 2025, which puts eight 435 Wp panels — about 3.5 kWp — at roughly €3,200 fitted, generating around 3,000 kWh a year on a real roof. Per kWp that is well under half the Spanish figure, and it is the cheapest part of an off-grid build.

The battery is the expensive half. Dutch installed home-battery pricing in 2026 runs €3,500–5,500 for 3–5 kWh, €6,000–9,000 for 6–10 kWh, €8,500–12,500 for 11–15 kWh and €12,000–18,000 for 16–20 kWh, VAT and installation included.

A year-round Dutch island system sits at the top of that range, adds a hybrid inverter, and still needs a generator or a stove for the December weeks the array cannot cover.

Water and sanitation

A small domestic well is a water board matter rather than a provincial one. The province licenses industrial abstraction above 150,000 cubic metres a year, public drinking-water abstraction, and anything inside a groundwater protection zone whatever the volume. Local, temporary and smaller abstractions are authorised by the waterschap, which is who a rural buyer talks to.

Off-sewer wastewater runs through the IBA rules. For a household under six inhabitant equivalents the baseline is a septic tank with a nominal capacity of 6 cubic metres or more to NEN-EN 12566-1 and a hydraulic efficiency of no more than 10 g. Above six inhabitant equivalents the discharge has to meet oxygen-demand limits, which means a treatment plant rather than a tank.

The catch: 1 January 2027 and the connection queue

Two dates decide Dutch off-grid economics. The salderingsregeling — one-for-one netting of exported against imported kilowatt-hours — ends on 1 January 2027 under the Act adopted by the Eerste Kamer on 17 December 2024 and published in the Staatsblad on 29 January 2025. Netting runs at 100% to 31 December 2026 and then stops, replaced by a feed-in payment set by your supplier rather than by the retail tariff.

The other date is 1 July 2026. Until then network operators reserved capacity for kleinverbruikers, so a household asking for a new connection in a congestion area went to the front of the line.

From that date the reservation stopped and small consumers join the waiting list, ordered by the priority framework the ACM set in its code decision of 12 December 2025, which network operators have had to apply in congestion areas since 1 January 2026.

For a rural new build in a congested region, that queue is the argument for going off-grid, more than any tariff is.

Common questions

Is it legal to live off-grid in the Netherlands?

On the electricity side, yes. The Informatiepunt Leefomgeving states plainly that an electricity provision is not compulsory under the Bbl, and that where one exists the same requirements apply to an own supply as to a grid connection. What decides whether you can live there is the omgevingsplan and the omgevingsvergunning for the dwelling itself, which is a municipal question and is not answered by disconnecting.

What happens to my solar panels on 1 January 2027?

Nothing physical, but the economics change. Net metering runs at 100% until 31 December 2026 and stops on 1 January 2027 with no taper, under the Act published in the Staatsblad on 29 January 2025. Exported kilowatt-hours are then paid at a feed-in rate set by your supplier, which is why storage arithmetic in the Netherlands changed shape well before the date arrived.

How big does a Dutch off-grid array need to be?

For a 12 kWh-a-day house at De Bilt, about 4.6 kWp on the annual average of 3.48 peak sun hours, or roughly 14 kWp if you insist on carrying December’s 1.12 peak sun hours on solar alone. Almost nobody builds the second one; the usual answer is an array sized between the two, a large battery and a generator or stove for the darkest six weeks.
