There is no census of off-grid living. No government agency in the United States or Europe asks a household whether it is connected to an electric utility, so every round number you have read about how many people live off the grid was put there by someone with no survey behind them.
What does exist is a scattered set of measurements that touch the edges of the question. Line them up with their dates and their definitions and a stranger picture appears than the round numbers suggest.
Key number
Roughly 655 million people had no electricity connection in the most recent global count, published in June 2026 — about 8 percent of the world. Almost none of them chose it. In the United States, the number of households counted as off-grid is zero, because the two federal surveys that could ask the question do not ask it.
What a Census of Off-Grid Living Would Have to Count
The phrase covers at least four different populations, and they barely overlap.
The largest by far is people with no grid within reach: villages the network was never built out to, counted by the World Bank and the International Energy Agency as an access gap.
The second is households on a grid that reaches them but does not work — a connection on paper, a few hours of power in practice. Whether such a household counts as connected depends on the definition the counting body uses, which is why two respected bodies publish different world totals for the same year.
The third is the group most readers mean: households in a wealthy country that could connect and deliberately do not. Nobody measures it.
The fourth is households that lost the connection they had, through cost rather than choice. That one is measured carefully on both sides of the Atlantic, and it is the only one of the four with a fresh national figure behind it.
The Global Count, and Why Two Numbers Disagree
The World Bank tracks a single indicator, access to electricity as a share of population, assembled from national household surveys and censuses. For 2024 it puts the world at 91.9 percent. Applied to a world population of about 8.14 billion that leaves about 657 million people, close to the 655 million headline in Tracking SDG7: The Energy Progress Report 2026, published on 24 June 2026 by the International Energy Agency, IRENA, the United Nations Statistics Division, the World Bank and the World Health Organization.
The gap between agencies is a difference of method. The International Energy Agency’s own SDG7: Data and Projections put 2023 at 750 million while the World Bank series implied about 677 million for the same year, because the two treat weak and intermittent connections differently. Read any headline count as accurate to the nearest 50 million or so.

Sub-Saharan Africa is where the world’s off-grid population actually lives. Its access rate moved from 51.5 percent in 2022 to 55.1 percent in 2024, the largest two-year gain in that series since 2017.
The United States Does Not Ask the Question
Two federal surveys could count off-grid households and neither does. The Residential Energy Consumption Survey run by the Energy Information Administration asks in detail about fuels, appliances and bills; its 2024 cycle released housing characteristics in March 2026, with fuels, space heating and cooling not due until spring 2027. The American Community Survey asks what fuel heats the home and whether the plumbing is complete. Neither asks whether a meter is connected.
So the proxies get pressed into service, and each one measures something else.

The heating-fuel proxy fails first. “No fuel used” sounds like a house with nothing plugged into it, and 1.6 million homes report it. Then you look at where they are: 218,791 of them are in Hawaii, where 44.4 percent of all occupied homes report no heating fuel because no heating is needed. It measures climate, and it keeps being read as a measure of connection.
Plumbing behaves better. It is a physical fact about a dwelling, asked the same way everywhere, and it lands on the places where utility service is genuinely absent.
Alaska stands at 3.35 percent, eight times the national rate, and New Mexico second at 1.31 percent. Both hold large American Indian and Alaska Native areas, and the pattern sharpens inside them.
On the Navajo Nation Reservation and off-reservation trust land, of 54,378 occupied homes, 18.2 percent lack complete plumbing and 63.8 percent are heated mainly with wood. That is the densest concentration of genuinely non-utility living the American statistical system records anywhere. Those households did not choose it.
Europe Is Wired, So the Measure Shifts to Affordability
The World Bank records the European Union at 100.0 percent electricity access for 2024. Off-grid as an access problem does not exist there in measurable numbers, so the useful European statistics measure something adjacent: whether the connection you have is one you can afford to use.
Eurostat asks the whole continent, every year, whether a household can afford to keep the home adequately warm. For 2025, published 11 June 2026, the European Union average is 8.8 percent. The spread inside that average is the finding.
The cold countries are warm indoors and the warm countries are cold indoors. Finland at 2.6 percent and Norway at 1.7 percent sit at the bottom of the table; Greece at 18.1 percent, Spain at 15.9 percent and Portugal at 15.6 percent sit near the top. Insulation, heating systems built for the climate and the price of the fuel decide the outcome, and winter severity barely enters into it.
The companion series, arrears on a utility bill in the previous twelve months, puts the European Union average at 7.0 percent for 2025 and Greece at 31.9 percent.

Numbers That Circulate Without a Source
Search for how many Americans live off-grid and you will meet a small set of confident round figures, usually between one hundred and two hundred thousand households. None trace back to a survey instrument, a sample frame or a published method. They are estimates that got repeated until they looked official.
They are not in the table above and not in the CSV. A figure with no method behind it cannot be checked, and it cannot be compared against next year.
Two rules make the difference obvious. A real statistic names the instrument that produced it, and a real statistic has a margin of error. The American Community Survey figure of 1,628,472 homes reporting no heating fuel carries a margin of plus or minus 26,647; the round numbers carry nothing.

United States housing figures are American Community Survey 2024 one-year estimates, tables B25040 and B25049, with margins of error carried in the CSV where they matter. European figures are Eurostat series ilc_mdes01 and ilc_mdes07 for survey year 2025, extracted from the Eurostat dissemination interface. Two known gaps stay open. No agency publishes a count of voluntarily disconnected households in a wealthy country, and the Residential Energy Consumption Survey tables for fuels, space heating and cooling in 2024 are not due until spring 2027, so nothing here can yet say what those homes burn.
Common questions
So how many people really live off the grid?
About 655 million people worldwide had no electricity connection in the June 2026 global count, and nearly all of them live where the network has not been built. The number who live off-grid by choice in a wealthy country is not measured by anyone, and the figures circulating online for it have no method attached.
Why does the census heating-fuel figure not answer this?
Because “no fuel used” records that a home does not heat itself. It says nothing about whether a meter is connected. Hawaii accounts for 218,791 of the 1,628,472 homes in that category, and 44.4 percent of all Hawaiian homes fall into it.
Which single number is the best proxy for off-grid living in the United States?
